Position Overview
We are currently seeking an Environmental Construction Specialist to work on Electric Utility Construction Projects. This is a field position; candidates must have experience with environmental compliance in relation to land clearing and linear construction projects. The role requires working outdoors, independently, and in fast‑paced conditions.

What You Will Do
Regulatory Compliance

Provide environmental compliance and construction oversight on transmission site development and linear transmission line construction projects for Duke Energy.

Perform environmental oversight and inspections associated with transmission capital projects and the National Pollutant Discharge Elimination System (NPDES) and Storm Water Pollution Prevention Plan (SWPPP).

Ensure compliance with laws and regulations for wetland access, protected species, wood and debris disposal, site control and soil disturbance.

Ensure that all field operations comply with permits, including road use permits, natural resource protection act permits, Corps of Engineers permits, etc.

Document pre‑ and post‑work field conditions to ensure sites are in compliance with permits and environmental regulations and that no conditions require mitigation or restoration.

Field Operations

Perform all required erosion and sediment, stormwater management and pollution prevention inspections for applicable construction projects.

Interpret complex plans and drawings.

Perform duties in a manner that promotes and maintains good public relations.

Crew Oversight

Attend pre‑construction meetings, constructability meetings, and status meetings as directed.

Manage and oversee site development crews; oversee sediment and erosion control or BMP contractors to ensure all measures are installed per approved plans.

Ensure wetlands and sensitive areas identification is in place and crews are aware before entering such areas.

Stakeholder & Public Relations

Monitor and report to Project Management on status of construction units (estimated and actuals billed to date of project).

Communicate daily with the utility client, contractors, landowners, and the public.

Subject Matter Expert Consulting

Assist in developing recommendations on future right‑of‑way maintenance requirements.

Additional Responsibilities

Drive a company vehicle safely to work locations.

Assume other duties and responsibilities as assigned.

What You Need to Have

Associate or bachelor’s degree in environmental science, construction management, building science, or related fields.

1–5 years’ experience in site development work and permitting utility construction.

Solid understanding of NPDES Construction General Permit (CGP) and SWPPP implementation and inspections.

Successfully completed the Stormwater, Erosion, and Sedimentation Control Inspector (FSESCI) certification for the Florida Department of Environmental Protection (FLORIDA).

Understanding of NPDES, CGP, NCDEQ, and SWPPP implementation and inspections (CAROLINAS).

Completed a stormwater, erosion control inspector training program or equivalent certifications (CESSWI, CEPSCI, or similar) for routine compliance inspections in North Carolina/South Carolina (CAROLINAS).

Completed a stormwater, erosion control inspector training program or equivalent for routine compliance inspections in Indiana (MIDWEST).

Desire to work outdoors in various weather conditions and terrain.

Strong public relation skills and ability to interface with the public.

Willingness to work alone.

Basic computer skills.

Valid driver’s license.

What Would Be Amazing to Have

Background in electric transmission construction, pipeline, or utility field.

SWPPP book knowledge.

CESSWI certification.

Previous construction crew oversight experience.

GIS experience.

Strong knowledge of ANSI Z133 safety standards.

Military background.

Bi‑Lingual (English and Spanish).

Physical Requirements
The employee must have sufficient physical ability and mobility to work in a field environment; may walk up to 10 miles per day, stand, sit, and operate a motor vehicle for prolonged periods; frequent stoop, bend, kneel, crouch, run, crawl, climb, reach, twist, grasp, and perform repetitive hand, arm and shoulder movements; carry, push, or pull light to heavy amounts of weight, lift up to 10 lbs. frequently, and occasionally up to 60 lbs. operate field equipment including handheld computer, range finder, fyrake, water backpack, shovel, and traffic cone.

Job Requirements

Pass a pre‑employment drug test and a criminal background check.

All candidates must possess a valid driver’s license and have a good driving record.
