Major Function:
This position requires specialized knowledge of departmental operations and is characterized by complex and varied duties involving multiple processes, procedures, and areas of expertise.
This is a technical support position within the Development Department responsible for activities including, but not limited to, the issuance of permits, processing development-related applications, and responding to inquiries related to building, planning and zoning, and code enforcement.
This is a highly visible, customer-facing role requiring exceptional customer service skills, sound judgment, and the ability to effectively resolve issues in potentially stressful situations. The position requires proficiency in the City's software systems, strong organizational skills, and knowledge of standard office procedures.
This classification is multi-functional, and employees are expected to be cross-trained to provide operational support across functional areas as needed.
Essential Functions:
The essential functions listed are intended to represent the primary duties of this classification and may not encompass all responsibilities of performed within this classification. Management retains the discretion to assign additional duties that are reasonably related to the role. Day-to-day tasks may vary based on departmental needs and the scope of the position's expertise.
Receives and reviews development applications submitted by contractors, homeowners, and their representatives for completeness and accuracy.
Processes applications and plans; tracks application status; and maintains accurate records and reports.
Prepares and issues permits in accordance with established procedures.
Responds to inquiries regarding Development Department processes, including permitting, planning and zoning, and code enforcement.
Provides administrative and clerical support, including filing, preparing correspondence, scheduling meetings, maintaining records, and distributing notices (e.g., notices of violation, meeting notifications).
Assists department leadership and staff with technical and administrative projects, including research, data compilation, compliance tracking, and deadline monitoring.
Performs general administrative duties, including word processing, answering phones, mail distribution, report preparation, and assisting with annual budget preparation.
Minimum Qualifications:
Knowledge, Skills, and Abilities:
Knowledge of building codes, planning and zoning practices, code enforcement procedures, and permitting processes.
Ability to effectively communicate technical information to the public in a clear and professional manner.
An attitude for learning computer-based programs to assist in updating and implementing permitting and code enforcement software systems.
Proficient in Microsoft Office, Adobe, email, internet-based tools, and City document management systems.
Proficient in preparing accurate documentation as required by the assignment.
Ability to multitask, organize information, and manage competing priorities effectively.
Strong customer service skills, including the ability to interpret policies and procedures, communicate accurate information, and interact courteously with the public, City officials, and staff.
Training, Certifications, and Experience:
Any combination of education and experience equivalent to a high school diploma or GED and three (3) years of experience in the construction or development industry.
Preferred qualifications include associate's degree or higher in business administration, public administration, or a related field and experience working with a municipal or county agency regulating construction or development activities.
Special Requirements:
A Florida driver's license is required. Every New Port Richey employee is required to fill out a Disaster Response Survey and is subject to being required to report to work during a declared disaster. Meet FEMA requirement for NIMS certification.

Requires sedentary work that involves walking or standing some of the time and routine keyboard operations. The job requires normal visual acuity, and field of vision, hearing, speaking, color perception, sense of smell, depth perception, and texture perception. Ability to stand and sit for periods longer than 30 minutes but not to exceed four hours consecutively. Ability to climb stairs and ladders occasionally. Ability to lift boxes not exceeding 25 pounds occasionally.
Sensory Requirements:
Ability to hear, speak and understand conversation in English in various tones of voice, as well as accents or rapidly spoken words. Ability to see, read and comprehend letters, numbers, words characters or symbols which are both large and small. Ability to print and draw letters, numbers, words, characters and symbols which are legible and understood by others. Ability to learn complex tasks and remember how to complete tasks without assistance once trained.

Ability to deal with stress related to routine deadlines and occupational problems, which demand immediate attention. Necessity to multi-task successfully.
