The Department of Social Services, Information Systems Division (ISD), Operation Support Branch has an opening for an Information Technology Specialist I (IT Spec I) . The position is located at 744 P Street, Sacramento, CA 95814. We are seeking a highly motivated, qualified IT Project Manager / IT Facilitator to lead and coordinate technology initiatives across IT Operation environments. This role is responsible for driving project delivery, facilitating communication between technical teams and business stakeholders, and ensuring systems and services operate efficiently and securely. The ideal candidate brings a strong foundation in IT infrastructure, including networks, servers, databases, and cloud platforms such as Microsoft Azure or Amazon Web Services, along with a solid understanding application architecture, and IT service management practices. They will manage project timelines, risks, and dependencies while leading cross-functional teams, coordinating vendors, and supporting incident and change management processes. This position requires excellent communication skills, the ability to translate technical concepts into business requirements, and hands-on experience with tools like modern project tracking platforms.

Working Conditions
This work location is very convenient! The CDSS is located two blocks from the light rail and public transportation: within walking distance of the State Capitol, parks, restaurants, farmers' markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50, and Highway 80.

This position is eligible for hybrid work in accordance with the Governor's Executive Order N-22-25 and at the sole discretion of the Department of Social Services under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time. The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies. For positions advertised in more than one location, headquarter location may be designated on the selected candidate's primary residence location, and/or the closest CDSS location in accordance with operational need and available space. The successful candidate must reside in California upon appointment.

The Information Systems Division works in collaboration with programs and county agencies, to provide solutions to systems that assist families access essentials such as, but not limited to, medical services, care providers, groceries, and transportation.

Information Systems Division's (ISD) mission is to develop, support and promote the business value of IT which comes from the ability to conduct business processes more reliably, faster and at lower cost. This position shall cover the Software Systems Engineering domain.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Proven experience managing IT projects, including infrastructure, applications, or cloud-based solutions
Strong understanding of enterprise IT environments (networks, servers, databases, and security concepts)
Experience with project management methodologies such as Agile, Scrum, or WaterfallAbility to coordinate cross-functional teams, including technical staff, vendors, and business stakeholders
Strong communication skills with the ability to translate technical concepts into business-friendly language
Experience facilitating meetings, gathering requirements, and driving alignment across teams
Familiarity with tools such as Jira, Microsoft Project, Azure DevOps, or similar project tracking platforms
Knowledge of risk management, issue tracking, and change management processes
Ability to manage multiple priorities, timelines, and deliverables in a fast-paced environment
Strong problem-solving skills with a proactive and solution-oriented mindset
Experience with compliance, security standards, and governance in enterprise IT environments is a plus
PMP, CAPM, Scrum Master, or other relevant certifications are preferred
