Key Responsibilities
The Division of Technology Services (DTS) is looking for a hard-working, motivated, and innovative thinker. This position has responsibility for application development and maintenance of one or more program areas at the Utah State Tax Commission (USTC).

The perfect candidate in this position will be a working level manager responsible to manage the development operations staff, systems, and projects for their program area. They will ensure that all DTS efforts on projects for these systems are coordinated and that project deliverables are on time, within budget and scope constraints, and reach a successful conclusion. The right candidate will function as a project manager involved in the development and coding of IT systems, server and database maintenance and will supervise multiple analysts to accomplish these goals. They will work closely with and receive guidance from the IT Director.

Preferred candidates will have previous management/supervisory, project management, and programming experience. A degree is not necessary but preference may be given to candidates with a degree or equivalent training in Computer Science, Computer/Management Information Systems, Mathematics; or individuals with equivalent programming skills and experience. We may also consider graduates from other areas of study when supplemented with programming courses or experience.

Key responsibilities and day to day responsibilities of this position:
Be the liaison for the assigned USTC program area(s) for application development and support
May act as the interface point with USTC projects to gather requirements, ensure project priorities are defined and projects are appropriately managed
Ensure applications and data are secure
May help to develop and coordinate plans and policies, resources, and mission as well as goals, vision, and expectations of agency or program; prepares and updates plans and priorities
Acts as a resource for management and staff; providing technical expertise within the area of responsibility through training and hands-on assistance
Plans and manages projects and/or programs. Writes (or discusses) project/program plan(s), recommendation(s) and/or finding(s)
Supervises personnel including: hiring, determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions
Evaluates the impact that new/modified software will have on existing standards and systems
Other tasks as assigned
Qualifications
Minimum or "day-one" qualifications:

Software development work experience in one or more of the following:

SQL/T-SQL
.NET Framework
Object-oriented programming
Software testing methodologies and techniques
Applicable maintenance methods and techniques

Familiar with agency and/or organizational program(s)
Develop approaches for implementation of an idea, program or change in operations
Follow applicable laws, rules, regulations and/or policies and procedures
Develop and/or implement new policies/procedures/standards and/or rules/regulations
Provide technical assistance to users and staff
Use automated software applications
Use State or agency-specific software application program(s)
Weigh the relative costs and benefits of a potential action
Preferred or trainable/on-the-job qualifications:

Preferred candidates will have experience in employee and project management
Preferred candidates will have experience in Visual Studio, C# and SQL/T-SQL
Preference will be given to candidates with recent development experience in the preferred languages, and for candidates with a degree or equivalent experience in Computer Science or related field
Preference will be given to candidates with familiarity of existing USTC internal systems
