Duties

Help

As an Information Technology Specialist (Cyber), you will:

Establish, manage, and assess the effectiveness of the Prime Contractor and Naval Reactors cyber security and IT program, ensuring compliance with national policies, Department of Energy orders, directives, and applicable instructions.
Develop and implement comprehensive cybersecurity policies, procedures, and long-range strategic plans that align with mission objectives and enhance the security posture of Information Technology systems.
Plan, lead, and execute cybersecurity audits, assessments, and reviews at prime contractor facilities to evaluate compliance with program requirements, directing corrective actions to address identified deficiencies.
Analyze intelligence reporting to assess cyber threats and vulnerabilities, overseeing vulnerability testing, network assessments, and the implementation of countermeasures to protect Nuclear Power Plant (NPP) systems.
Coordinate incident response activities with Department of Energy and Department of Defense, Computer Emergency Response Teams (CERTs), and review and generate cybersecurity analyses to brief senior leadership on risk and mitigation strategies.

You will be required to obtain and maintain an interim and/or final DOE Q level security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment may be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
A one year probationary period may be required. Employees serving on probationary period may be terminated at any time during the probationary for performance, conduct, or business-related reasons in the interest of Federal service.
Probationary periods are required for new employees appointed to competitive service positions for the first time.
Reinstated employees who returned to Federal service after a break in service of 30-days or more and who have not completed a probation will be required to complete a new probationary period.
Compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity which will require that you provide two forms of identification.
First time supervisors will be required to serve a 1-year probationary period. New supervisors are required to attend 80 hours of supervisory training, of which 40 hours must be completed during your first year as a supervisor.

This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified in this announcement. Situational telework may be approved.
This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.

Basic Qualifications:

In order to meet basic qualifications for GS-2210 positions, individuals must have IT related experience demonstrating each of the competencies defined below:

Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication:

Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving:

Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience Requirements:

In addition to demonstrating the basic qualifications listed above, applicants must also demonstrate possession of specialized experience.

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level NQ-02 or GS-12 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

Supporting a complex or sensitive cybersecurity program; interpreting and applying cybersecurity policies, directives, and regulatory requirements;
Conducting or leading cybersecurity audits, compliance reviews, vulnerability assessments, or risk analyses; and
Identifying Information Technology system vulnerabilities and recommending corrective actions.
