Job Description
PRIMARY PURPOSE
The Director of Communications, Engagement, and Development provides strategic leadership for all district communications, community engagement, and external funding efforts in alignment with Kingsville ISD’s mission, vision, and priorities. This role ensures clear, accurate, and transparent communication with all stakeholders while strengthening public trust, promoting district initiatives, and supporting student achievement.
The Director serves as the District’s Public Information Officer, leading media relations, crisis communications, and public information compliance, including adherence to the Texas Public Information Act. Additionally, the Director cultivates partnerships, leads community engagement efforts, and secures external resources through grants, donations, and strategic partnerships to advance district goals.
Through effective communication systems, brand management, and stakeholder collaboration, this position connects internal and external audiences, elevates the district’s profile, and supports organizational coherence, ensuring all communication and engagement efforts contribute to improved student outcomes.
QUALIFICATIONS
Strategic Communications & Public Relations
Leads the development and implementation of a comprehensive district-wide communications and public relations strategy aligned to Kingsville ISD’s mission and priorities.
Serves as the District’s Public Information Officer and official spokesperson, coordinating all external communications with the Superintendent and Board of Trustees.
Provides strategic communications counsel to the Superintendent, Board, and district leaders, including messaging, speeches, and presentations.
Oversees media relations, including proactive engagement, press releases, story development, and ongoing relationship‑building with local and regional media outlets.
Ensures timely, accurate, and transparent communication with stakeholders, including staff, families, and the broader community.
Media Relations & Crisis Communication
Manages all media inquiries and coordinates responses to ensure consistency and alignment with district messaging.
Leads crisis communication efforts, including planning, messaging, and real‑time response in collaboration with district leadership.
Coordinates emergency communications, including school closure notifications across all platforms (website, social media, phone systems, and media outlets).
Public Information & Compliance
Oversees responses to public information requests in compliance with the Texas Public Information Act.
Prepares and distributes Board Action Reports following meetings of the Board of Trustees.
Maintains systems to ensure accuracy, accessibility, and transparency of district information.
Digital Communications & Publications
Manages and continuously improves the district website and official social media platforms to ensure timely, engaging, and accessible communication.
Directs the development, design, and distribution of district publications, including calendars, newsletters, recruitment materials, handbooks, and informational brochures.
Establishes branding and design standards to ensure consistency across all district communications.
Community Engagement & Partnerships
Builds and sustains strong relationships with community organizations, civic groups, and local businesses to support district initiatives.
Represents the district at community, school, and public events to strengthen engagement and visibility.
Collaborates with the KISD Education Foundation and other partners to support district priorities and initiatives.
Plans and coordinates special events such as bond initiatives, groundbreakings, dedications, and recognition programs.
Development & Fundraising
Leads efforts to secure external funding through grants, partnerships, and donations to support district programs and priorities.
Identifies and pursues grant opportunities, including writing and submission of proposals.
Supports campuses and departments in developing fundraising strategies and connecting with funding opportunities.
Cultivates relationships with donors and stakeholders to increase investment in the district.
Internal Communication & Stakeholder Support
Promotes effective internal communication systems to ensure alignment and clarity across departments and campuses.
Responds to stakeholder inquiries and concerns through designated communication channels.
Supports departments (Curriculum & Instruction, Business, HR, etc.) in communicating programs, services, and initiatives.
Operations & Leadership
Develops and manages the annual budget for the Communications, Engagement, and Development Office.
Supervises, evaluates, and develops staff within the department.
Ensures high‑quality visual storytelling through photography and multimedia as part of broader communication efforts.
Performs other duties as assigned by the Superintendent.
Education and Experience
Bachelor’s degree in Communications, Journalism, Public Relations, English, or a related field required; Master’s degree preferred.
Minimum of five (5) years of progressively responsible experience in communications, public relations, or a related field, including leadership or supervisory experience preferred.
Experience in a public school district, government agency, or nonprofit organization is highly desirable.
Professional Knowledge and Expertise
Demonstrated expertise in strategic communications, media relations, and public information practices.
Thorough knowledge of media operations, crisis communications, and public relations functions.
Knowledge of the Texas Public Information Act and ability to ensure compliance with legal requirements.
Experience in grant writing, fundraising, and donor engagement strategies preferred.
Understanding of branding, marketing, and digital communications best practices.
