Each and everyday girls and boys are left to find their own recreation and companionship. An increasing number of kids are at home with no adult care or supervision. Young people need to know they have a place in their community where they can go. Clubs provide a safe haven for youth, allow them to meet with friends and be a part of positive peer groups. Club programs teach life skills, conflict resolution and focus on the development of character. Clubs also provide members with positive role models and a nurturing environment that help improve decision‑making skills.

Position Summary
The Director of Program Quality leads organizational efforts to ensure high-quality, evidence-based programming across all Boys & Girls Clubs of Delaware sites. This role is responsible for implementing and overseeing the Youth Program Quality Assessment (YPQA) process, administering BGCA assessments including the National Youth Outcomes Initiative (NYOI), and driving continuous program quality improvement efforts. The Director develops and maintains robust data collection systems, builds organizational capacity for data-driven decision‑making, and provides coaching and support to Club staff on program quality practices. This position collaborates closely with Area Directors, Club Directors, and other members of the Program Strategy & Implementation team to integrate quality assessment practices into program design, implementation, and evaluation. The Director plays a critical role in helping the organization measure, understand, and continuously improve its impact on youth outcomes.

Essential Functions

Lead the implementation and administration of the Youth Program Quality Assessment (YPQA) process across all Club sites.

Oversee administration and analysis of BGCA assessments including the National Youth Outcomes Initiative (NYOI) and other impact measurement tools.

Lead the organization’s continued engagement in BGCA’s Youth Impact Network, ensuring alignment with national best practices and leveraging shared learning to strengthen program quality.

Lead organizational program quality improvement efforts, using assessment data to identify strengths, gaps, and opportunities for growth.

Design, implement, and maintain robust data collection systems to ensure accurate and timely capture of program and youth outcome data.

Develop and deliver training on data literacy, quality assessment practices, and continuous improvement strategies for Club staff and leadership.

Conduct program quality assessments, observations, and fidelity checks at Club sites to monitor implementation and provide coaching.

Lead dashboard development efforts to make program and outcome data accessible and actionable for staff at all levels.

Coordinate annual reporting processes, synthesizing data for internal leadership, funders, and external stakeholders.

Ensure other departments, particularly Resource Development, receive accurate and timely operations data and outcome measures for grant writing, compliance reporting, and stewardship purposes.

Supervise Program Quality/Grant Support Specialist who serves as liaison to Resource Development team, ensuring grant‑funded programs meet data collection and reporting requirements.

Provide direct coaching and technical assistance to Area Directors and Club Directors on using data to drive program improvements.

Collaborate with Director of Strategic Programs to ensure grant‑funded programs maintain data collection and reporting requirements.

Facilitate learning communities and collaborative inquiry processes focused on program quality and youth outcomes.

Ensure data systems integrate with organizational platforms and support cross‑functional needs.

Lead efforts to build organizational culture of continuous improvement and evidence‑based practice.

Support the VP of Program Strategy & Implementation in strategic planning and program evaluation initiatives.

Qualifications and Educational Requirements

Bachelor’s degree in education, youth development, nonprofit management, or a related field; equivalent professional experience may be considered in lieu of a degree.

Minimum of five (5) years of experience in program evaluation, quality improvement, or data systems in a youth‑serving or nonprofit environment.

Demonstrated expertise with Youth Program Quality Assessment (YPQA) or similar quality improvement frameworks.

Experience administering and analyzing BGCA assessments (NYOI) or similar youth outcome measurement tools.

Proven ability to design and implement data collection systems and dashboards.

Strong analytical skills with experience using data visualization tools and platforms.

Experience providing coaching and technical assistance to program staff on quality improvement.

Knowledge of youth development principles and evidence‑based practices.

Strong organizational, communication, and facilitation skills.

Familiarity with BGCA programs and Boys & Girls Clubs movement preferred.

Ability to travel statewide as needed; valid driver’s license required.

Ability to pass all required background checks and clearances.

Environmental and Working Conditions
Work is typically performed in an office environment with frequent visits to Club sites for observations and coaching. Employees are subject to transfer from one department to another and from one Club/School Site to another as the needs of the organization change.

Physical and Mental Requirements

Ability to sit, type, and work at a computer for extended periods.

Occasional lifting, carrying, or moving objects weighing up to 25 pounds.

Ability to manage multiple priorities and deadlines in a dynamic environment.

Strong attention to detail and accuracy in data management and analysis.

Ability to perform duties effectively under stressful conditions; make decisions quickly and accurately with tact and impartiality.

Ability to understand and follow verbal and written instructions and communicate effectively both verbally and in writing.

Work Hours
Monday – Friday; hours vary based on organizational needs. Some evening or weekend work may be required for site visits, training sessions, and program observations; flexibility is expected.
