Marketech International Corporation USA is seeking a bilingual

Project Coordinator

to support site coordination, contractor access, safety documentation, and day-to-day project execution within a semiconductor construction environment. This role will serve as a key communication bridge between the owner/client, EHS teams, engineers, subcontractors, and internal project teams to ensure work is executed safely, efficiently, and in compliance with site requirements.
The ideal candidate is highly organized, detail-oriented, and comfortable working in a fast-paced construction or high-tech facility environment. This person must be able to communicate clearly in both Chinese and English, manage site documentation, coordinate contractor access, and support resolution of field issues in real time.

Key Responsibilities
Access Control and Contractor Management
Manage contractor site access processes, including Red Card, White Card, badging, and access permission coordination.
Track and maintain contractor entry status, credential requirements, and access documentation.
Ensure all site personnel meet required entry qualifications before beginning work on-site.
Coordinate with internal teams, subcontractors, and site representatives to resolve access-related issues.
Prepare, organize, and manage required site safety and work documentation, including PJP, JHA, working permits, and related construction documents.
Support working permit processes, including hot work, confined space, and other site-specific permit requirements.
Assist with development and tracking of Work Protection Plans, including piping protection, contamination control, and protection measures for active production environments.
Coordinate documentation review and approval with owner EHS, engineering teams, and project leadership.
Support deficiency management by preparing formal response reports for audit findings, safety violations, or site observations.
Assist with root cause analysis, corrective action tracking, and closure documentation to ensure owner approval.

Site Coordination and Field Operations
Serve as a primary communication bridge between the owner/client, EHS teams, engineers, subcontractors, and internal project teams.
Translate site requirements, safety instructions, and technical expectations between Chinese and English as needed.
Communicate owner and EHS requirements clearly to subcontractors and field teams.
Coordinate across departments and trades, including piping, electrical, mechanical, and construction teams, to support smooth project execution.
Identify field conflicts, workflow delays, or coordination gaps and escalate or resolve issues in a timely manner.
Participate in site walks, coordination meetings, safety discussions, and daily project updates.
Problem Solving and Emergency Response
Support immediate response to field issues, safety concerns, access problems, and operational bottlenecks.
Coordinate with appropriate stakeholders to minimize delays and maintain safe work conditions.
Track open issues, follow up on action items, and ensure timely closure.
Provide clear updates to project leadership regarding site status, risks, documentation needs, and coordination challenges.
Maintain professionalism and composure when handling urgent or high-pressure site situations.

Qualifications (Required)
Bilingual in Chinese and English.
Experience in project coordination, construction coordination, site administration, EHS support, or contractor management.
Strong understanding of site access control, contractor entry requirements, and construction documentation.
Ability to prepare, organize, and track safety documentation, permits, reports, and project records.
Strong communication skills with the ability to work with clients, engineers, subcontractors, field teams, and internal leadership.
Ability to work in a fast-paced construction, semiconductor, industrial, or high-tech facility environment.
Strong attention to detail, follow-up, and documentation accuracy.
Proficiency with Microsoft Office, especially Excel, Word, and Outlook.

Preferred
Experience working on TSMC, semiconductor, cleanroom, or high-tech manufacturing projects.
Familiarity with Red Card / White Card processes, PJP documentation, JHA documentation, working permits, and site safety workflows.
Experience supporting EHS audits, corrective action responses, deficiency tracking, or root cause analysis.
Experience coordinating between multiple trades such as piping, electrical, mechanical, and general construction.
Knowledge of contamination control, work protection planning, or construction activities near active production areas.

May require support for urgent site issues, changing project priorities, or time-sensitive documentation needs.
