Construction Manager

The Construction Manager (CM) is responsible for all field related issues of construction projects, from breaking ground to commercial operation, for the Vistra fleet, which includes solar, energy storage, fossil and other technologies Vistra may develop. The CM will be responsible for oversight of the engineering, procurement, and construction (EPC) contractor during all aspects of the project to ensure safe, on-time and on-budget project completion in accordance with design specifications and Vistra fleet standards. The construction manager will report to the construction site on a daily basis and serve as the single point of contact for the EPC contractor. The CM will be responsible for oversite of safety, quality, cost, schedule, and environmental compliance during all aspects of the project. The CM will manage scopes of work that are Vistra's responsibilities during construction, ensuring they met the overall objectives of the project.

Key Accountabilities

Manage all aspects of construction project at the project site including budgets and schedules. Ensure all safety protocols and procedures are followed and maintained. Prepare cost estimates, budgets, and work timetables for any scope of work not included in the EPC contract Interpret and understand the main EPC contract and technical information to work with main contractor through commercial operation Report work progress and budget matters to management via standard processes and procedures Collaborate with engineers, contractors and the operations team at site (if applicable) Work with main EPC contractor to understand schedule and justify percent complete Understand and approve monthly invoices from the EPC contractor for payment. Communicate with executive management using weekly and monthly reports Respond to work delays, emergencies, and other problems and coordinate with Owner's Engineers to answer any RFI's from the contractor Comply with legal requirements, building and safety codes, and other regulations Work with operations staff for plant turnover

Education, Experience, and Skill Requirements

6+ years of power generation, construction or equivalent energy industry experience, prior experience in a project management Construction Management in large power plant projects (fossil and/or renewables) Knowledge in Quality Standards (ANSI, ACI, NEC, etc.) Ability to manage large contract scope High school diploma or equivalent Experience gained through college degree programs and/or certifications is applicable to above skills

Key Metrics

Utilize sound judgement and construction expertise to understand key deliverables in the EPC contract and interface directly with contractor on all contract needs including working with the EPC contractor to ensure the project is on schedule and under budget The position will require the ability to manage and coordinate multiple groups of the project from operations staff to the Owner's Engineer (OE) to ensure all deliverables are met Manage OE to coordinate drawing reviews and RFIs Manage and negotiate all change orders to remain within budget

Principal Responsibilities

Manage and/or support multiple commissioning projects, including client interface, team coordination, schedule, and budget management
Support construction and renovation commissioning projects in collaboration with senior Cx staff
Perform commissioning reviews of construction documents and equipment submittals
Develop commissioning plans, reports, pre-functional checklists, and functional performance test procedures
Assist with and/or self-perform functional testing of building MEP systems with contractors/owners
Track and support issue management through project closeout
Perform technical analysis of building operation (controls, sequences, etc.)
Perform jobsite field observations; write detailed field reports; and lead commissioning meetings
Contribute to improving Cx processes and best practices
Collaborate with multidisciplinary teams to deliver integrated solutions aligned to project goals
Mentor and develop less-experienced employees in a team-based atmosphere

Required Qualifications and Skills * Bachelor of Science (BS) Degree in Mechanical Engineering, Electrical Engineering, or equivalent required
* 5 years of experience minimum required, 6 preferred, in Commissioning or in the Mechanical Electrical Plumbing (MEP) consulting industry, or equivalent
* Engineer-In-Training (EIT) certification preferred
OR
* Recognized Building Commissioning Certification preferred (or ability and desire to obtain one)
* 9 years of experience minimum required, 10 preferred, in Commissioning or in the Mechanical Electrical Plumbing (MEP) design consulting industry, or equivalent
* Strong oral and written skills and a proven ability to interact professionally with a wide a range of clients
* Solid understanding of HVAC and electrical system designs and operations
* Working knowledge of building automation and lighting control systems
* Working knowledge of Cx Industry Standards (ASHRAE, ACG, BCxA) and code requirements
* Knowledge of applicable codes and standards (CEC Title 24, ASHRAE, IECC, IMC, NEC, etc.)
* Demonstrated ability to read and understand construction documents (mechanical, controls, plumbing, and electrical drawings, specifications, etc. )
* Proficient understanding of electrical and fire/life safety systems
* Knowledge of construction industry safety practices and procedures
* Troubleshooting of field devices and control hardware and software
* Capable of self-performing functional testing of building MEP systems

Commissioning Team Highlights

Provide Commissioning (Cx) and Retro-Commissioning (Retro-Cx) services to verify building systems are designed, installed, and functioning according to the owner's requirements and industry standards

Project Manager

The Project Manager is responsible for the planning and execution of construction projects for the Vistra fleet, which includes thermal, solar, energy storage, and other technologies Luminant may develop. The Project Manager provides leadership and direction of all construction activities, oversees Contractor management and collaborates with Vistra Project Managers/Engineers/Commissioning Managers to ensure safe, on-time and on-budget project completion in accordance with design specifications and Vistra fleet standards. Depending on the size/scale of a particular project, the Project Manager may have project manager(s), construction site managers, and/or design/field engineer(s) as direct reports. During the construction phase of a project, the Project Manager must have a strong onsite presence from mobilization until the project has achieved substantial completion. Please note, location will vary based on project assignment.

Key Accountabilities

Lead large scale projects from early conception to final completion.
Lead the negotiation of Engineering Procurement and Construction (EPC) contracts
Plan construction activities for each project in accordance with Vistra standards, and development of construction standards where needed
Provide appropriate staffing to perform all construction activities
Develop site-specific project execution plans and action item trackers
Implement Vistra fleet standards for construction
Resolve disputes arising from third-party providers or from within Vistra
Ensure construction contract deliverables are interpreted and executed on-time, on-budget and within safety and performance requirements
Effectively collaborate with Vistra support functions and external business partners
Effectively administer company policies, labor agreements, and work rules
Represent Vistra in legal affairs as needed to support and protect Company interests
Work with Vistra Commissioning Manager to ensure all performance tests are completed and Final Completion obtained
Develop and support documentation turnover from contractors during commissioning
Assemble Release to Operations package and close out execution plan

Education, Experience, & Skill Requirements

Preferred Experience in Thermal Power Plant project execution.
10+ years relevant experience (power generation operations, maintenance, engineering, budgeting, contractor management)
Demonstrated effectiveness in leadership, interpersonal skills, communication, creative problem solving and team building
Occasional long, irregular hours. May often require the employee to work in excess of 12 hours per day and in excess of seven (7) consecutive days. This position requires frequent travel and/or long-term assignments away from home.
Experience in managing large contract scope
Engineering Degree from an accredited college or university
Will manage other project managers, construction managers and/or design/field engineers
