Navajo Preference Employment Act

Overview
The Eye Health Technician position involves a variety of technician and occasional clerical duties for the Eye Services for Echo Cliffs Healthcare Center that assists the providers and client services technicians to increase the overall efficiency of the department. Duties include supporting eye examinations, help with the maintenance of patient records and equipment and eyeglass preparation. The role requires also to help prepare patients before and after an examination by gathering medical history information, explaining the exam process, and administering tests to determine the visual capabilities of a patient, ophthalmic drop instillation. In addition, certain clerical duties such as entering data into patient charts, recording providers’ orders, integrating radiology and test reports, keeping the department stock with supplies, daily checking of expiration dates, completing daily superbill charges and reports, charting medical data, and scheduling patient appointments, performing patient reminder calls are included in the duties.

Qualifications

Education:

Must have a high school diploma or GED

Certification:

Must have and maintain current Basic Life Support (BLS) certification by the American Heart Association; if none, must obtain within three months from date of hire

Experience:

Must have nine continuous months of direct patient duties and experience within an eye or health care setting

Other Skills and Abilities:

A record of satisfactory performance in all prior and current employment as evidenced by positive employment references from previous and current employers.

Positive working relationships with supervisors, colleagues and a demonstrated ability to work collaboratively.

Possession of high ethical standards and no history of complaints.

Successful completion of fingerprint clearance requirements, physical examinations, and other screenings indicating that the applicant is qualified to be employed by TCRHCC and demonstrating to the satisfaction of TCRHCC that the applicant can perform the essential functions of the job.

MENTAL AND PHYSICAL EFFORT

Physical:

Required frequent bending, reaching, repetitive hand movements, standing, walking, squatting, sitting, pushing, and pulling throughout a regular work shift, carrying supplies and instruments up to 30 pounds unassisted, and also able to push and pull up to 50 pounds daily. Manual dexterity required for instrument use, keyboard operation, and communication. Requires normal color vision, depth perception, visual acuity correctable to 20/20, near and far vision, normal hearing, and ability to see fine details.

Mental:

Must take initiative for recurring assignments independently, refer problems to supervisor when needed, multitask, prioritize, and work diplomatically with patients. Must be able to concentrate, handle high flexibility, manage multiple priorities in stressful situations, and cope with anger, fear, or hostility calmly. Able to accept a flexible schedule to meet unit needs.

Environmental:

May be exposed to communicable diseases and bodily fluids.

Responsibilities

Performs screening and records data in the EHR for patients of all ages, including visual acuity, confrontation fields, inter‑pupillary distance, and lensometry. Records health history and primary complaint. Prepares patients for examinations and assists eye care professionals as required.

Provides Navajo, Hopi, San Juan Southern Paiute, and English interpretation for doctors and patients, answering questions, assisting with history, diagnosis, treatment, education, and follow‑up.

Performs tests such as visual fields, tonometry, applanation, tonopen, visual skills, keratometry, autorefraction, OCT, and color vision as requested.

Performs anterior and retinal photography to assist the eye doctor and reports findings in patient charts. Instills diagnostic or therapeutic agents in patients' eyes per provider instructions.

Inserts or prepares applicable forms for eye doctor usage.

Provides and assists patients of all ages, one‑to‑one, group, and community education in Navajo, Hopi, San Juan Southern Paiute, and English on ocular disease conditions, medication use, follow‑up, eyewear, lens care, and minor eyeglass repairs.

Provides basic department orientation to student interns and other eye technicians.

Maintains supplies, orders, replenishes, and inventories patient education materials and equipment, ensuring unexpired supplies.

Always maintains professional appearance and personal conduct.

Prepares correspondence and other paperwork related to the eye clinic, such as travel, training, requisitions, and may schedule for the clinic.

Responsible for electronic health record data entry, daily superbill completion, and necessary daily/weekly reconciliation reports.

Ensures proper PPE is worn per TCRHCC policy, including face mask, gloves, gown, isolation gown, NIOSH‑approved N95 or higher, and eye or face shield.

Completes donning and doffing tasks safely and disposes used PPE appropriately.

Completes training for all routine cleaning and decontamination processes for all surfaces contaminated by communicable disease to meet patient, visitor, employee, and customer satisfaction.

Performs other related duties as necessary per supervisor, such as scheduling or referrals.
