Senior Director Of Contracts & Federal Procurement Strategy

DMI, LLC is seeking a Senior Director of Contracts & Federal Procurement Strategy to provide enterprise leadership for all federal contracting functions across the organization. This executive oversees contract lifecycle management, federal procurement strategy, regulatory compliance, and contracting operations that support both program execution and long-term growth.
Working closely with the CEO, CFO, legal leadership, and business development teams, the Vice President ensures that contracting frameworks enable strategic expansion while maintaining rigorous compliance with federal acquisition regulations.
Responsibilities include:
Enterprise Contracting Strategy

Define and lead the organization's enterprise federal contracting strategy
Establish contracting frameworks that support business growth while managing regulatory risk
Provide executive guidance on contract structures, pricing models, and compliance strategy
Partner with executive leadership to align contracting capabilities with corporate growth objectives

Federal Contract Lifecycle Oversight

Provide executive oversight for pre-award and post-award federal contract activities
Guide contract negotiations with federal agencies, prime contractors, and strategic partners
Ensure alignment between contract terms, operational delivery, and financial performance
Oversee management of complex federal vehicles including IDIQs, BPAs, and GWACs

GSA Schedule & Federal Contract Vehicles

Serve as the company's executive authority for the company's portfolio of federal contract vehicles, including GSA Multiple Award Schedule (MAS) contracting, BPAs, GWACs, and other strategic vehicles
Oversee strategy, compliance, and expansion of the organization's GSA Schedule portfolio
Ensure full compliance with GSA policies including contract modifications, pricing updates, Industrial Funding Fee (IFF) reporting, and sales reporting and compliance
Identify opportunities to expand offerings under federal contract vehicles

Regulatory Compliance & Risk Management

Ensure enterprise compliance with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), GSA Schedule policies, and federal procurement compliance standards
Establish governance frameworks that minimize risk while supporting agile contracting practices
Partner closely with legal, finance, and program leadership to manage contractual exposure

Growth & Capture Support

Partner with business development and capture leadership to support major federal pursuits
Provide strategic contract guidance during RFP development and proposal strategy
Support negotiation strategies for high-value federal opportunities
Ensure contract vehicles and procurement strategies support pipeline expansion

Organizational Leadership

Lead and develop the company's contracts and procurement organization
Build and manage a high-performing team capable of supporting rapid federal growth
Establish scalable processes, governance structures, and contracting best practices
Mentor and develop senior contracts professionals and future leaders

Qualifications

Required Qualifications:
15+ years of federal contracting leadership experience within a government contractor, consulting firm, or federal technology services organization
Significant experience managing enterprise contracting operations
Deep expertise in GSA Multiple Award Schedule (MAS) contracting
Advanced knowledge of FAR, DFARS, and federal acquisition regulations
Experience supporting large federal contract vehicles and multi-agency programs
Proven track record partnering with executive leadership and growth teams
Strong negotiation and strategic contracting expertise
Preferred Experience:
Experience supporting IT services, cybersecurity, digital transformation, or consulting programs
Familiarity with federal contract vehicles including GSA MAS, GWACs, IDIQ contracts, and BPAs
Experience in high-growth federal consulting organizations
Background working with multi-billion-dollar federal agencies or prime contractors
Executive Leadership Competencies:

Deep regulatory knowledge and compliance leadership
Strong partnership across executive, legal, finance, and operational teams
Ability to scale contracting organizations to support growth
Exceptional executive communication and stakeholder management
