Job Description
HII – Mission Technologies is seeking a
Contracts Specialist
to support our team
onsite at Tobyhanna Army Depot . This role will focus on post‑award contract management, ensuring compliance, documentation accuracy, and effective coordination with internal and external stakeholders. The ideal candidate will bring 3–5 years of relevant experience and a strong understanding of contract administration practices.
Responsibilities
Conduct full‑spectrum contract administration activities, including proposal preparation, contract negotiation, customer communication, and fulfillment oversight.
Review and verify estimates for materials, equipment, services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness.
Prepare bids and process specifications, progress reports, and other contractual documentation; maintain accurate historical contract files and data.
Advise management and stakeholders regarding contractual rights, obligations, and potential risks.
Support market research efforts and assist in developing Performance Work Statements (PWS) and Justification & Approval (J&A) documents.
Participate on or support source selection teams to ensure compliance with acquisition policies and evaluation requirements.
Apply expertise in U.S. Federal Contracting, with specific familiarity with Army Contracting Command regulations, policies, and procedures.
Administer individual contracts or task orders valued at $10M or more, ensuring proper execution and compliance.
Collaborate effectively with Army Contracting Command personnel and technical Subject Matter Experts to develop requirements and manage contract performance.
Monitor contractor performance, track deliverables, process contract modifications, maintain compliance with the Federal Acquisition Regulation (FAR), and ensure timely issue resolution.
Prepare clear, concise, and accurate written documentation, demonstrating strong professional writing skills.
Minimum Qualifications
Contracts Specialist 2 requires 3 years relevant experience with Bachelors in related field; 1 year relevant experience with Masters in related field; or High School Diploma or equivalent and 7 years relevant experience.
Contracts Specialist 3 requires 6 years relevant experience with Bachelors in related field; 4 years relevant experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant experience.
Demonstrated experience administering individual contracts or task orders valued at $10M or greater.
Experience with U.S. Federal Contracting, including knowledge of the Federal Acquisition Regulation (FAR).
Familiarity with Army Contracting Command regulations, policies, and procedures.
Strong analytical skills with the ability to examine cost estimates, performance requirements, and schedules for accuracy and completeness.
Excellent written and verbal communication skills.
Ability to manage multiple priorities, maintain organized documentation, and meet deadlines in a fast‑paced environment.
Preferred Requirements
Experience with service contracts related to the testing, maintenance, and calibration of advanced radar systems or similar complex electronic systems.
Possession of a current Federal Acquisition Certification for Contracting Officer’s Representative (FAC‑COR) or equivalent certification.
Background managing contracts for the acquisition of specialized manufacturing, diagnostic, or test equipment used to build, repair, or enhance in‑house capabilities for electronic component fabrication and sustainment.
Demonstrated proficiency managing a variety of contract types, including Firm‑Fixed‑Price, Cost‑Reimbursement, and Time & Materials, with an understanding of the appropriate application and risk considerations for each.
Physical Requirements
Minimal mobility, dexterity, or coordination required to operate business machines. Minimal lifting may be required.
Salary Information
Salary is based on a number of factors, including experience, education, skill set, internal equity, and market alignment. We are ideally targeting a level 2 applicant.
Contracts Specialist 2:
$56,608 – $80,868.
Contracts Specialist 3:
$70,097 – $101,097.
