The first week of the project will be onsite in Towson, MD.

After that, it's a hybrid role with 3 days/week onsite in Towson and 2 days/week remote. The client is only considering local candidates.

The client has the right to hire candidates directly after 6 months, so a Green Card or US Citizenship is required.

We are seeking an experienced Contract Manager to support IT procurement and contract administration activities within a public-sector environment. This role focuses on helping ensure the timely, cost-effective, and compliant acquisition of goods and services while supporting operational and vendor management needs.

The Contract Manager will work closely with procurement, legal, and technical stakeholders to manage the full lifecycle of IT-related contracts, from solicitation through execution and closeout. This includes coordinating with internal teams and external vendors to maintain compliance, support procurement workflows, and ensure contracts are executed efficiently and accurately.

Key Responsibilities

Support the development, drafting, and administration of IT-related solicitations (RFBs, RFPs, RFQs)

Assist in managing Requests for Information (RFIs), vendor communications, demonstrations, and Q&A processes

Coordinate procurement activities including kick-off meetings, pre-proposal sessions, approvals, and document reviews

Track contracts through legal, procurement, and internal approval workflows

Monitor contract financials including funding levels, burn rates, and expenditures

Support contract lifecycle management including renewals, amendments, scope changes, and vendor performance tracking

Ensure proper documentation is maintained for all contracts and procurement activities (digital and physical records as required)

Communicate contract requirements, processes, and updates across stakeholders

Support scheduling, meeting coordination, agendas, notes, and action item tracking for contract-related activities

Assist with day-to-day procurement operations and vendor coordination

Perform other related duties as needed

Minimum Qualifications

Experience supporting IT procurement within a government or public-sector environment

Familiarity with enterprise IT procurement or large-scale program support

3+ years of contract management experience

3+ years of IT administrative or IT support experience 4+ years of Microsoft Office experience (Word, Excel, Outlook, etc.)

Strong understanding of IT infrastructure concepts

Bachelor’s degree or equivalent professional experience

Excellent organizational, coordination, and multitasking abilities

Strong written and verbal communication skills
