Introduction
The Division of Motor Vehicles is dedicated to providing excellent transportation services, protecting Delaware residents by establishing the validity of licensed drivers, ensuring safe and non‑polluting vehicles are operated on Delaware roadways, and administering a safe, efficient Toll network.
Summary Statement
This position is within the Commercial Driver License (CDL) Helpdesk. The incumbent will support and manage CDL‑related inquiries and issues, serve as a key liaison, and facilitate communication between the division and federal and state agencies.
Essential Functions
Process a variety of transactions such as issuing, renewing, suspending, and/or revoking driver, identity, and motor vehicle credentials; access driving records; inspect vehicles; assess fines and penalties; and review customer history to identify outstanding warrants and/or licenses/IDs issued by other jurisdictions.
Deliver excellent customer service to internal and external customers by obtaining business, personal, and/or sensitive information to assist with transaction resolution.
Identify situations outside standard operating procedures and recommend exceptions in compliance with laws, rules, regulations, policies, processes, and procedures.
Accurately compute, handle, and account for all DMV monies collected and disbursed, including driver license, ID card, title, registration, insurance, and federal fees; ensure all fees and deposits are reconciled and deposited correctly.
Interpret, apply, and explain federal, state, and division laws, rules, regulations, and policies regarding driver, identity, and motor vehicle matters to the public, attorneys, lien and insurance companies, court and law enforcement personnel, automobile dealers, government agencies, businesses, and other states’ jurisdictions.
Review and analyze source documents such as birth certificates, passports, court documents, bills of sale, wills, and powers of attorney to validate, complete, and authenticate them for credential issuance.
Access multiple manual, computerized, and specialized systems simultaneously to review source documents, determine customer eligibility, and complete transactions accurately and within established service levels.
Investigate, evaluate, analyze, and apply judgment to resolve discrepancies, identify exceptions, and render decisions.
Answer customer questions and complete transactions for non‑DMV services, including voter and organ/tissue donor registration, warrant resolutions, red‑light violations, and E‑ZPass transponder issues.
Administer vision, written, oral, or road examinations to evaluate drivers’ knowledge and skills for safe vehicle operation.
Inspect vehicle equipment such as lights, horns, windshield wipers, turn signals, brakes, emissions, and exhaust systems for a wide variety of vehicles; conduct off‑site inspections for verification or assignment of vehicle identification numbers.
Operate manual and computerized vehicle testing equipment.
Prepare a variety of records and reports.
Preferred Qualification
Read, write, and speak English and Spanish fluently.
Job Requirements
Two years of experience in document processing, including reviewing and evaluating records for completeness and conformity with laws, rules, regulations, standards, policies, and procedures, resolving deficiencies, interpreting information, and tracking activities.
Two years of experience in customer service, providing prompt, accurate, courteous service, responding to requests quickly, ensuring customer satisfaction, and handling complaints.
Two years of experience in applying motor vehicle laws, rules, regulations, standards, policies, and procedures.
Two years of experience using an automated information system to enter, update, modify, delete, retrieve, and report on data.
One year of experience operating equipment used in driver or vehicle services such as document scanners, authenticators, credential printers, brake machines, and/or vehicle emissions testing equipment.
Knowledge of staff supervision acquired through training or experience, including planning, assigning, reviewing, evaluating work, or supervising a group of professional, technical, and clerical employees.
Possession of a valid Driver’s License (not suspended, revoked, or cancelled).
Conditions of Hire
