
ERP Program Manager

The ERP Program Manager is responsible for
planning, execution, integration, and sustainment oversight
of SAP roll out and support activities in alignment with
NAVSEA mission requirements ,
Navy ERP modernization strategy , and
DoD business system governance . This role provides leadership across functional, user enablement, and data domains to ensure successful delivery of enterprise business capabilities.
Qualifications
Bachelor’s degree
from an accredited college or university
and
a minimum of
ten (10) years of professional experience
as a Program Manager supporting large-scale IT, ERP.
Enterprise business systems programs experience within DoD or Federal environments
A minimum of
twelve (12) years of professional experience
as a Program Manager supporting large, complex IT/ERP programs may be substituted for the degree requirement.
Secret security clearance
Program Leadership & Governance
Organize, direct, and coordinate all contract activities supporting SAP transition, and sustainment for NAVSEA.
Establish and manage program governance consistent with Navy business system management policies.
Ensure alignment with sustainment principles, including standardized service delivery, repeatable processes, and lifecycle-based IT sustainment.
ERP Modernization & Integration
Lead program execution for SAP environments including finance, logistics, supply chain, asset management, and maintenance-related business processes.
Oversee integration with Navy and DoD systems (e.g., logistics, financial management, acquisition, data analytics, and reporting systems).
Manage transition planning from legacy ERP platforms (e.g., SAP ECC) to SAP S/4HANA, including data migration, business process redesign, and user adoption.
Stakeholder & Customer Engagement
Interface directly with NAVSEA customer leadership, including the
Contracting Officer (CO)
and
Contracting Officer’s Representative (COR) .
Serve as the primary point of coordination among government stakeholders, functional process owners, technical teams, and external service providers.
Support executive decision‑making by providing clear status reporting, risk assessments, and mitigation strategies.
Planning, Risk, and Performance Management
Develop and manage integrated master plans, schedules, and performance metrics across all SAP S/4HANA program activities.
Identify, analyze, and resolve complex programmatic, technical, or organizational issues impacting cost, schedule, or performance.
Implement risk and issue management processes consistent with Navy and DoD best practices.
Documentation & Analysis
Analyze, prepare, and review program documentation including plans, reports, briefings, decision papers, and compliance artifacts.
Obtain, analyze, and evaluate complex textual and quantitative information to compare alternatives and recommend improvements to processes, operations, or policies.
Ensure documentation supports auditability, cybersecurity compliance, and business system certification requirements.
Knowledge and Skills Required
Demonstrated knowledge of
DoD and Navy policies, directives, and guidance
applicable to enterprise business systems.
Strong understanding of
ERP program management , preferably within SAP environments (ECC and/or S/4HANA).
Proven ability to analyze complex business and technical problems and develop actionable solutions.
Experience managing multi‑disciplinary teams across functional, technical, and sustainment domains.
Excellent communication skills, including the ability to brief senior Navy leadership and produce high‑quality written deliverables.
Familiarity with
enterprise sustainment models , IT service management concepts, and performance-based service delivery.
