Water Resources Engineer

JOB SUMMARY
Under general direction, undertakes a wide range of professional engineering activities in the area of water resources engineering in a watershed management context, and more particularly, in stormwater management, watershed hydrology, floodplain management, numerical modeling and regulatory review, as required to support RVCA’s various programs. Generally, works within broadly defined objectives or specifications.

RESPONSIBILITIES

Provides engineering input and review of applications under the Planning Act, Section 28 of the Conservation Authorities Act and other applications including development and implementation of RVCA engineering standards.

Applies sound science and engineering principles to effectively and efficiently assess complex situations, define alternatives, problem solve and generate solutions for a multi-stakeholder environment when reviewing environmental assessments, planning and permit applications and watershed planning documents to ensure that the RVCA’s goals and objectives are achieved consistently with RVCA, provincial and local policies and guidelines.

Applies best practices and current standards in storm water management, erosion and sediment control.

Carries out and assists with engineering studies or special projects, including preparation of terms of reference.

Carries out and assists with floodplain mapping studies and revisions, including additional floodplain mapping products that assist municipalities with flood response and risk management.

Conducts hydrological and hydraulic analysis for technical reviews and in-house studies.

Assists in building and maintaining watershed models.

Carries out and assists with flood forecasting and warning and low water response.

Participates on steering committees for consultant or agency-led studies such as watershed plans, master drainage plans, environmental assessments, hydraulic and hydrologic studies or other water related studies as required.

Provides engineering support to operation and maintenance of RVCA water control structures.

Provides technical advice and problem-solving assistance and initiatives to Authority staff.

Writes technical memos and reports to document review findings and recommendations.

Prepares Data Sharing Agreements with external clients and provides hydraulic and hydrological models and data.

Maintains appropriate records and files.

Contributes to the preparation and delivery of expert opinion on behalf of RVCA, and its stakeholders.

Mentors and assists other Authority staff, as required.

Performs presentations, from time to time, of technical evidence at hearings of administrative tribunals such as the Executive Committee, the Ontario Mining and Lands Commission and the Local Planning Appeals Tribunal.

Participates in open houses and other public consultation events.

Co-ordinates activities with internal and external stakeholders and provides liaison with regulatory officials/agencies at the federal, provincial and municipal levels.

Keeps current on professional engineering standards and regulations.

Assists supervisor as necessary.

Other duties as assigned.

Assisting with floodplain mapping, and data analysis.

Who you are

Hold a degree in Water Resources or Environmental Engineering with specialization in water resources.

Hold a Professional Engineer (P.Eng) licence from Professional Engineers of Ontario (PEO).

Have 5 or more years experience in water resources or infrastructure management.

Have knowledge of relevant legislation.

Have knowledge of relevant hydrologic/hydraulic computer modeling.

Can communicate effectively in writing and orally.

Salary range $82,779 to $99,064 annually
