Our client is a leading Energy Service Company (ESCO) operating across the U.S., focused on delivering large-scale energy, infrastructure, and facility optimization projects. They partner with public and private sector clients to design and implement solutions that reduce energy consumption, modernize critical systems, and improve long-term operational performance.
Their work spans performance contracting, central plant infrastructure, HVAC/mechanical systems, and comprehensive capital improvement programs. The organization is known for executing complex, high-value projects that require strong coordination across engineering, construction, and long-term service delivery.
Our client is seeking a Senior Project Manager to join the Public Sector team supporting their energy projects. This is a hybrid, home-based position requiring on-site project presence a few days a week per project.
Overview
The Senior Project Manager is responsible for the full lifecycle execution of complex public sector energy solutions projects, including mechanical, HVAC, central plant, and energy performance contracting initiatives. This role owns project delivery from early development and proposal support through design, construction, commissioning, and ongoing service phases. Acting as the primary point of accountability, the Senior Project Manager ensures projects are delivered on time, within budget, and in alignment with contractual, safety, and performance requirements. Projects are large-scale in nature and require strong leadership across internal teams, subcontractors, and client stakeholders.
Responsibilities
Manage all phases of project execution, ensuring projects are delivered on time, within budget, and in accordance with contract requirements
Lead large-scale mechanical, HVAC, and central plant projects within performance contracting environments
Support front-end project development, including RFP responses, initial energy audits, and identification of Energy Conservation Measures
Coordinate with engineering, procurement, and construction teams to establish accurate scope, pricing, schedules, and execution strategies
Select, contract, and manage contractors, subcontractors, and vendors, ensuring quality performance and on-time delivery
Own project financials, including budgets, forecasting, change management, billings, and margin performance
Maintain consistent communication with customers regarding progress, costs, schedules, and training
Ensure compliance with EM-385, OSHA, and all applicable safety and regulatory requirements
Lead project teams and field personnel while supporting commissioning and turnover activities
Qualifications
Bachelor’s degree in Engineering, Construction Management, or related field
7+ years of project management experience within mechanical, HVAC, or energy infrastructure projects
Experience managing projects $5M+ in value (larger-scale project experience preferred)
Strong working knowledge of: HVAC systems, Central plant systems (chillers, boilers, pumping systems), Piping and mechanical infrastructure, Building automation systems
Experience with Energy Performance Contracting (ESPC), UESC, or similar delivery models
Strong understanding of construction execution, scheduling, and cost control
Knowledge of OSHA, EM-385, and site safety requirements
Ability to communicate effectively with clients, contractors, and senior stakeholders
Experience in public sector or institutional projects
Ability to obtain security clearance if required
Preferred: PMP, CCM, DBIA, OSHA 30-hour, USACE QCM
