MMSD is seeking qualified candidates for the position of Director of Finance/Treasurer in the Finance Division. Reporting to the Executive Director, you will be responsible for safeguarding MMSD assets and providing strategic direction for all financial and accounting operations. You will develop, implement, and oversee comprehensive financial policies, internal controls, financial plans, strategic plans, and fiscal management practices to ensure long-term financial stability and compliance. You also will direct and manage finance staff in accounting, budgeting, payroll, revenue development, grant and loan administration, cash management, investment activities, and debt issuance and administration. Additionally, you will oversee MMSD's financial software, system access, and internal controls.
Essential Duties and Responsibilities
Direct all MMSD treasury functions, including debt issuance and administration, and provide technical oversight of accounting/financial reporting to ensure sound fiscal management of MMSD assets and financial affairs.
Prepare financial statements and coordinate the annual financial audit.
Ensure compliance with all applicable local, state, and federal financial regulations.
Provide financial analysis and direction to annual budget compensation recommendations, long-term fringe benefits, and the transitioned retiree invoicing system.
Lead the budgeting, financial planning, strategic planning, and evaluation of MMSD resources to ensure the usage is effective and appropriate.
Develop fiscal policies and implement short/long-term investment strategies to maximize returns beyond money market or government pool returns.
Serve as the financial advisor to the Executive Director and management staff by providing analyses and recommendations on operation and contractual matters.
Direct the development and establishment of MMSD's annual tax levy, user charges, and capital billing rates for non-member communities.
Collaborate with senior leadership to develop and implement organizational strategies and performance metrics to ensure accountability.
Oversee cost center management.
Complete special projects as assigned.

Qualifications
Bachelor's degree in accounting, business, or a related field.
Ten years of job-related experience (advanced education degrees will be considered in lieu of experience).
Current certified public accountant (CPA) license.
Previous supervisory/management experience.
Professional accounting experience at a managerial level.
Proficiency in applicable software programs and enterprise resource planning (ERP) systems.
Investment and debt management experience.
Experience in rate setting, particularly user charges.
Experience in financial data analysis and economic investment data.
High degree of interpersonal and problem-solving skills with an ability to resolve conflict.
Excellent communication skills with the ability to deliver effective public presentations.
Knowledge of and the ability to apply Governmental Accounting Standards Board (GASB) and Financial Accounting Standards Board (FASB) pronouncements.
