We’re hiring a Civil Engineering Project Manager – Land Development to lead projects from proposal through construction closeout. This role combines hands‑on civil design with full project management, client leadership, and team oversight.
You’ll manage a range of residential, commercial, mixed‑use, and public sector land development projects, while mentoring junior engineers and ensuring high‑quality deliverables.
Location: Fredericksburg, VA (in‑office with hybrid flexibility)
Key Responsibilities
Project Management & Delivery
Lead land development projects from kickoff through construction closeout
Prepare proposals, scopes of work, and contracts
Develop and manage project schedules, budgets, and timelines
Coordinate agency submissions, permitting, and regulatory approvals
Manage RFIs, submittals, and construction‑phase services
Ensure projects are delivered on time, within budget, and to quality standards
Civil Engineering Design & Technical Oversight
Prepare and review design plans using AutoCAD Civil 3D
Design and oversee:
Grading and site layout
Stormwater management systems
Utility design (water, sewer, drainage)
Erosion and sediment control plans
Develop feasibility studies, preliminary designs, and construction documents
Perform and enforce QA/QC reviews on all deliverables
Ensure compliance with DEQ, VDOT, and local jurisdiction standards
Lead, mentor, and develop design engineers and junior staff
Delegate work, set expectations, and review team output
Facilitate project kickoff meetings and internal coordination
Promote a culture of accountability, collaboration, and quality
Client Management & Business Development
Serve as the primary client contact
Communicate project status, risks, and updates proactively
Represent the firm at client meetings, public hearings, and industry events
Build long‑term client and subconsultant relationships
Identify opportunities for additional services and new business
Financial & Budget Management
Manage project budgets, cost tracking, and utilization
Prepare and issue client invoices
Monitor accounts receivable and follow up on outstanding payments
Process change orders and scope adjustments
Use project management tools to track and improve financial performance
Skills, Knowledge, Expertise
B.S. in Civil Engineering (or related field) – required
EIT required; PE preferred or ability to obtain within 12–18 months
7+ years of civil engineering experience, including 2+ years in project management
Experience with land development projects in Virginia (site plans, subdivisions, permitting)
Proficiency in:
AutoCAD Civil 3D
Hydraflow / Storm Sewer analysis
WaterCAD
Microsoft Office
Strong knowledge of:
Virginia DEQ stormwater regulations
Erosion & Sediment Control (ESC)
VDOT standards and local codes
Proven ability to manage multiple projects, deadlines, and priorities
Strong communication skills with clients, agencies, and internal teams
