Job Description:
The Advance Planning Support (APS) role serves as the primary point of contact for the government customer, providing planning management and support. The APS supports the development and validation of Navy surface ship repair work items, including material identification, cost estimates, review of Condition Found Reports (CFRs) and Request for Contract Changes (RCCs) while ensuring accuracy for each availability.
A strong familiarity with and understanding of the Joint Fleet Maintenance Manual (JFMM), Navy maintenance and modernization planning processes, and proficiency with systems such as the Navy Maintenance Database (NMD) and Validation, Screening, and Brokering (VSB) is preferred. The APS reviews technical documentation, NAVSEA Standard Items and conducts ship checks to define project scope, methods and objectives as needed.
The APS provides continuous support throughout the planning and execution phases.
Experience / Skillsets:
Five or more years related experience managing U.S. Navy depot-level surface ship maintenance, planning and estimating functions and/or ship maintenance management experience
Preferred experience includes management, supervisory or production controller roles at Supervisor of Shipbuilding (SUPSHIP), Conversion and Repair Command (CRC), Regional Maintenance Center (RMC), Navy Central Planning Activity (NCPA), and public or private shipyards at the tradesman or shop level, or U.S. Navy surface ship experience supervising repair work at a senior enlisted or junior officer level
Experience as a Naval Supervising Authority Project Manager is also preferred
Must have strong customer service skills
In-depth experience in ship modernization and maintenance practices is strongly desired
Prior experience supporting ship maintenance availabilities strongly preferred
Minimum Job Requirements / Job Duties:
Excellent communication and writing skills
Ability to resolve conflicts and prioritize work
Proficient in NMD and Microsoft Office Suite, particularly Excel and Word
Primary point of contact with the Government for Availability planning and execution support
Manage work package development for assigned ships throughout the advanced planning process
Attend Integrated Project Team Development (IPTD) events and production/progress meetings in the shipyards or Government facilities as required
Conduct work scoping meetings as required
Assist with (CFR) adjudication to prevent cost increase (RCCs) and ensure contractor reports do not duplicate requirements already covered in Work Items or NAVSEA Standard Items
Assist in processing RCCs to reduce costs, decrease cycle time, and decrease schedule churn
Ability to occasionally climb US Navy Ship ladders in extreme temperature environments aboard ships, in shipyards, and under industrial conditions
Must be able to participate in ship checks as required by management which may include travel (inside and outside United States), extended work hours and weekend/holiday work
Must have a current Passport
OSHA-10 Certification required
Detail-oriented with strong organizational skills
Candidate must be capable of performing other duties as assigned by their supervisor.
Education:
A Bachelor of Science degree in an engineering or science field is preferred, and/or five (5) years of experience in relevant Naval Marine Engineering or Ship Repair field holding responsible engineering or ship repair supervisor related positions, successful completion of naval technical training schools such as the Naval Academy, a Merchant Marine Academy, Military Class “A” or “C” school, or apprentice program preferred, which together with the experience will give the equivalency of a BS degree.
Security Clearance/Naval Facility Access:
U.S. citizenship required. U.S. Secret Clearance eligibility is preferred. Must be able to access military facilities, Naval shipyards, and private shipyards.
