Senior Preconstruction Manager
Amazon’s Global Engineering Services (GES) North America Design & Construction team is looking for a Senior Preconstruction Manager to serve as Amazon’s senior owner’s representative during the preconstruction phase of facility delivery. This role manages complex, cross‑functional industrial preconstruction projects—from site selection and validation through design, permitting and contract execution—for new builds, retrofits, expansions and program initiatives across the region. The position requires 60% regional travel and availability to work from a corporate office when not traveling.
Key Responsibilities
Autonomously manage cross‑functional preconstruction projects from site selection to design completion, permitting, and contract execution.
Work with internal and external stakeholders—including Real Estate, Design Engineering, Entitlements, Construction, Finance, Launch/Startup, architects, engineers, permitting agencies, developers and landlords—to secure resources, scope infrastructure builds, set priorities and milestones, and drive delivery to meet deadlines.
Oversee design management end‑to‑end, including design evaluations, conformance reviews and value engineering assessments.
Own project budgets, oversee spend approvals, perform conceptual estimating, pricing reviews, schedule tracking and cash‑flow forecasting.
Lead external partner selection, contract negotiations and procurement functions.
Manage vendor procurement and oversee professional service providers, ensuring their skills and competencies meet project requirements.
Coordinate with Authorities Having Jurisdiction (AHJ) for permitting, regulatory compliance and approvals; understand and apply zoning, planning, fire and building code requirements.
Review and analyze construction contracts, related exhibits and lease agreements; provide detailed analysis and approvals of technical matters and site‑specific deal structures and terms.
Review additional reports including noise and traffic studies and environmental assessments.
Partner with the Transaction team and developers to optimize schedule and strategy for entitlements and long‑lead procurement.
Monitor project performance metrics, anticipate roadblocks and risks, manage escalations and drive corrective actions.
Resolve complex issues and make trade‑off decisions between short‑term and long‑term needs for internal stakeholders.
Write narratives and present complex decisions and trade‑offs to Directors and VPs.
Lead large cross‑functional teams; motivate and focus people at all levels to deliver complex projects.
Champion Amazon’s safety programs and standards across all internal and external project teams during preconstruction.
Drive continuous improvement; develop sustainable, repeatable processes and playbooks for the team and region.
Force‑multiply adoption of best practices and elevate the performance of teams and partners.
Guide pre‑construction managers in best practices for stakeholder management and project delivery.
Contribute to developing Amazon’s internal and external construction networks.

Every day the PCM functions as Amazon’s senior owner during preconstruction—executing autonomously, leading with no authority and influencing the best project decisions across the region. Typical duties include leading design reviews with architects and engineers, negotiating contract terms with developers and consultants, presenting trade‑offs to senior leadership, coordinating with AHJ on permitting and code requirements, mentoring L5 PCMs and developing process improvements based on lessons learned.

Basic Qualifications
Bachelor’s degree.
At least 7 years of project management, real estate development or architecture/design experience.
At least 7 years of experience in roles such as architect, engineer, construction manager, development manager, owner’s project‑management representative or other commercial development and construction disciplines.
At least 7 years of project management experience from design through implementation and operation, including negotiating construction, procurement and labor contracts.
Experience within packaging, processing or logistical facilities with complex equipment—or comparable experience.
Preferred Qualifications
Advanced degree or certification in Architecture, Engineering, Construction Management or Business Administration.
Experience operating across at least two construction disciplines (e.g., general contracting, owner’s representation, commercial development, engineering & design or owner’s project management).
Demonstrated capability in planning, design review, implementation and project‑management/control of new structures and enhancement of existing facilities.
Experience managing multidisciplinary design incorporating industrial automation, robotics or similar.
Strong influencing and negotiating skills; ability to lead with no authority and build consensus across diverse teams.
Demonstrated success communicating complex decisions and trade‑offs to senior leadership.
Experience developing and implementing preconstruction processes, playbooks or best‑practice frameworks.
Experience mentoring and developing junior pre‑construction professionals.
Knowledge of or certification in Building Information Modeling, PMP® or equivalent.
