Planning and Estimating Manager – Technical Services, Hawaii
Will report directly to the Hawaii Area Manager and support all other Managers in preparing estimates, proposals and planning documents in support of proposals. The candidate will have experience in planning and estimating the accomplishment of ship/craft repairs and alterations, including equipment removal and installation. The candidate must be a self‑starter and have the ability to work in a dynamic working environment. The position requires significant knowledge and experience with reviewing work specifications, engineering drawings and NAVSEA standard items to provide labor and material estimates for FFP, CPFF and T&M proposals. Safety and quality requirements must be included in the estimates therefore the candidate shall have a working knowledge of safety and quality requirements as they apply to Navy ship repair and modification work. Candidates must be able to conduct ship checks aboard ships and under industrial repair conditions while following all safety regulations and must be capable of performing other duties as assigned by the Hawaii Area Manager.

Job Requirements / Skill Sets

At least five (5) years of experience in the marine industry estimating cost for shipboard industrial work aboard US Navy ships, MSC ships, USCG cutters and/or US Army watercraft using specifications and related drawings; must have HM&E experience and be familiar with NAVSEA standard items.

Excellent verbal and written communications skills.

Proficient at reading and interpreting blueprints and drawings.

Proficient in Microsoft Excel and Microsoft Project.

Eligible for a Defense Biometric Identification System (DBIDS) credential.

Education Requirements
Must have a high school diploma or GED. A bachelor’s degree in engineering, science, or business is desirable.

Security Clearance / Naval Facility Access
U.S. citizenship required. Must be eligible for and be able to maintain a U.S. Secret Clearance. Must be able to access military facilities, naval shipyards, and private shipyards.
