SYSCOM is seeking an IT Contract Manager to support IT procurement and contract operations for our client. This is a great opportunity for someone with contract administration or procurement experience who wants to work in a collaborative environment supporting technology-related initiatives.

In this role, you will work closely with IT, Procurement, and Legal teams to manage contracts for services such as cloud solutions, systems support, and vendor‑provided technology services. The position focuses on coordination, compliance, and vendor management. Candidates do not need a technical background, but should be comfortable working with IT‑related contracts and terminology.

Job Description
SYSCOM’s client is seeking an experienced Contract Manager to provide procurement and contract management support for their Information Technology Department. The Contract Manager will assist in ensuring that the client obtains reliable, cost‑efficient and timely goods and services while adhering to all procurement policies, legal requirements, and industry best practices. This position will work closely with Procurement and Legal to ensure the stakeholders maintain compliance and support operational efficiency.

Job Duties and Responsibilities

Initiate, develop and implement Information Technology related contracts and will support the Contract Manager Lead in carrying out the following responsibilities.

Interface with various levels of personnel and management and throughout, as well as with external vendors and contractors.

Prepare solicitations (RFB, RFP, RFQ) and administer the contracts until performance is completed.

Prepare Requests for Information (RFIs) and support the management of related documentation, vendor demonstrations, and Q&A activities.

Perform all steps of the procurement process such as kick‑off and pre‑proposal meetings, review of documents, tracking approvals, facilitating legal and purchasing review and moving contract documents and amendments through the collaboration and approval process.

Monitor all financial aspects of assigned contracts (e.g., monitoring funding, burn rate, and expenditures).

Support day‑to‑day procurement operations, including supplier performance monitoring, contract expiration monitoring / renewals, contract scope monitoring / change development / dispute coordination.

Ensure all relevant documentation accompany contracts, and maintaining digital and hard copies of relevant documentation.

Sharing and providing clarity of contract processes, conditions and details with employees.

Maintains schedules/calendars for the Contract Office in preparation, organization, setting agenda, taking notes and minutes, developing action items, and general follow up of meetings.

Communications to all levels of the organization.

Performs other related duties as required.

Minimum Qualifications – MUST have documented experience in the following areas

2 Years of contract management experience

2 Years of experience in Information Technology administrative support.

4 years of experience with Microsoft Office Software.

Fundamental knowledge of Infrastructure concepts.

Bachelor’s Degree or equivalent experience

Exceptional organization and coordination skills

Exceptional oral and written communications skills

Ability to work as part of a team, independently, and multi‑task.

Ability to work onsite in Towson, MD 21204 for three (3) days per week.

Ability to provide documented evidence of required experience and education

Ability to pass a comprehensive Criminal Records background check

Preferred Qualifications

Knowledge of IT purchasing for government entities. (Federal, State or Local)

Experience in managing high profile programs for enterprise solutions

Work Location
This position requires a hybrid work schedule with a combination of onsite and remote work. Candidates must be willing and able to work onsite as needed. Following onboarding and equipment setup, this role may work remotely up to two (2) days per week (approximately 40% remote / 60% onsite), based on approval from the hiring manager.
