It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence.**Description of Work**The Financial Analyst position is directly responsible for monitoring and oversight of case services transactions totaling over $55 million annually. The Accountability section provides financial management and oversight, budget development and implementation, and resource acquisition and management for the Divisions of Vocational Rehabilitation Services. Specific areas include budget management, cash management, federal reporting, case services payment oversight, financial monitoring, financial technical assistance to stakeholders, contracting and procurement of goods and services. The section strives for efficiency and accountability in the administration of services to help people with disabilities find employment and remain in the community.

This position located in Raleigh provides the chance to exercise business skills while working in an environment where what you do matters to the people we serve. The position is located in Raleigh, North Carolina area and has a flexible work schedule.

These functions include:

1) Fiscal Monitoring Case Service Contracts and Case Services Payments:

This position plans, direct and coordinate the fiscal oversight of case services activities to ensure compliance with the terms and conditions of the contract, federal cost principles and audit requirements. Duties include (but are not limited to):

o Develop monitoring tools to be used for approval of contract payments.

o Review and approve contract payments requests.

o Perform financial monitoring reviews monthly, quarterly and annually through examination and analysis of fiscal records and reports and other pertinent information to ensure compliance with contract terms, State laws and Federal legislation. On-site visits may be required depending on audit findings.

o Monitor provider’s compliance with the corrective plan and advise supervisor and contract administrator of deviations and proposed recommendations.

0 Completion of financial reports and federal certifications.

2) Provide technical expertise for contract monitoring beginning with the contract development phase, helping contract administrators develop monitoring tools relevant to contract deliverables and outcomes; ensure contract administrators complete monitoring during the execution phase. Assist staff and vendors regarding allowable costs, audit requirements, accountability and internal controls.

3) This position must be skilled in research, analytical and reporting techniques and processes to be able to work independently and be able to troubleshoot complex issues and coordinate information requests by assessing and interpreting Federal/ State regulations and Generally Accepted Accounting Principles to ensure compliance.**Knowledge Skills and Abilities/Management Preferences****Recruitment Range $41,655 - $65,000****\*\*Position is eligible for a hybrid-teleworking schedule to include weekly onsite work hours\*\***Candidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement.The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required.
