Demonstrate proficiency in practice based on conscious and deliberate planning. Delivers a fundamental understanding of adult learning principles and a lifelong learner that can practice with flexibility to adapt or change learning strategies based on the assessment of learning needs within the healthcare organization. Assesses - plans - implements - and evaluates educational needs to facilitate learner development and skill training of clinical staff.

Qualifications

English Language Proficiency

In accordance with 38 U.S.C. 7403(f) – no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.

Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by either the Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE).

For master’s level bridge program participants, completion of coursework equivalent to a bachelor’s level degree in Nursing permits registration as a nurse with a state licensing board prior to completion of the bridge program.

Upon achieving a state license, the individual may be appointed on a temporary basis and later converted to a permanent appointment upon successful completion of the bridge program.

Foreign nursing graduate education higher than associate degree requires a formal degree equivalency validation from a recognized equivalency evaluation accepted by VA (e.g., International Consultants of Delaware).

Current, full, active, and unrestricted registration as a graduate professional nurse in a U.S. state, territory, or the District of Columbia.

Graduate Nurse Technician (GNT) exception: candidates who meet basic education requirements but lack licensure may be appointed at the entry step of the grade and level applicable to the completed nursing education for a 120‑day temporary appointment while actively pursuing licensure.

Preferred: Master’s degree in Nursing (preferably Nursing Education), Nursing Professional Development Certification, and experience as a Clinical Nurse Educator.

Minimum 3–5 years of Emergency Room/Department full‑time clinical nursing experience with demonstrated excellence in direct patient care and advanced clinical decision‑making.

At least 2 years of experience in professional or staff development, including facilitation of continuing education, competency training, and clinical onboarding programs.

Proficient with Microsoft Office Suite (Word, Excel, Visio, etc.) and Instructional Design tools.

Strong organizational, communication, and interpersonal skills with the ability to prioritize competing demands and collaborate across interprofessional teams.

Familiarity with clinical simulation, scenario development, debriefing methodology, and operation of simulation technology.

Demonstrated expertise in curriculum design, instructional methodology, and program evaluation with experience contributing to accreditation processes.

Proven ability to develop, deliver, and evaluate evidence‑based education integrating current nursing theory, regulatory standards, and emerging clinical practices.

Experience teaching in online, blended, and technology‑enhanced learning environments, including proficiency with learning management systems and educational software.

Physical requirements: walking, bending, stooping, lifting, extended periods of sitting or standing, patient and object transfers, and use of safe patient handling protocols.

Duties

Utilize innovative teaching strategies, assessment skills, and evaluation of outcomes.

Coordinate staff education focused on self‑management and customer satisfaction across the healthcare continuum.

Follow procedures per established policies and guidelines.

Influence outcomes by collaborating with members of the interdisciplinary team.

Provide competent, evidence‑based education to staff.

Offer educational instruction and training for nursing staff in clinical and outpatient units.

Apply instructional design, implementation, and application related to education and training.

Conduct learning needs assessments and develop educational trainings for clinical staff within the organization.

Assist with orientation of new employees, evaluate progress, and develop and implement learning plans to address identified deficiencies.

Serve as a trainer and consultant for the Resuscitation Education Initiative (REI) Program, including certification as a Basic Life Support (BLS) instructor.

Monitor and track BLS/Advanced Life Support (ALS) compliance within the organization.

Collaborate with the interdisciplinary team to support and evaluate responses to emergency situations, including BLS and ALS.

Organize, participate in, and evaluate mock codes.

Support nurse residency programs, developing curriculum that utilizes simulation, lecture, case studies, and virtual reality.

Develop advanced coaching and mentoring skills.

Systematically evaluate current practice, formulate outcomes for patient groups and/or organizational processes.

Collaborate with other Nurse Educators and interprofessional healthcare teams in ongoing clinical education activities such as in‑services, training, competency assessment, and evaluations of both current and new staff nursing skills.

Review current nursing literature for new trends and changes based on evidence‑based research, proposing practice and documentation revisions accordingly.

Collaborate with leadership and unit managers to identify educational training needs for staff while supporting activities that foster competence, critical thinking, and decision‑making.

Provide consultation and collaboration through participation in organizational committees.

Analyze, interpret, and evaluate data to determine outcomes and changes related to educational programs.
