
Supervisory Criminal Investigator (Branch Chief)

Summary
Oversees polygraph branch resources and polygraph support in furtherance of the law enforcement mission of ATF and its federal, state and local law enforcement partners, as well as provides for other ATF headquarters elements, which includes conducting and reviewing screening exams for special agent applicants, ATF positions that require counter‑intelligence polygraphs, foreign task force officer positions, and for internal affairs investigations regarding the conduct of ATF employees.
Responsibilities
Investigates crimes, effectuates arrests, conducts interviews and interrogations of individuals, preserves and documents evidence, maintains all required training, firearms qualifications, and fitness standards for an ATF 1811 position.
Is familiar with the jurisdictions and venues of various federal, state and local law enforcement agencies and court systems and is knowledgeable of pertinent statutes, regulations, policies, and guidelines including, but not limited to, the Code of Federal Regulations, Federal Rules of Criminal Procedure, Federal Sentencing Guidelines, Federal Guidelines on the conduct of criminal investigations, the rules of evidence, the laws regarding detention & arrests and searches & seizures, the laws regarding searches & seizures, and the precedent of cases.
Proficient interviewer and interrogator with advanced levels of interviewing and interrogation techniques that result in the incumbent gleaning information from examinees.
Recognizes, develops, documents, and presents evidence and will often serve as a witness and testify in court for criminal and civil cases.
Subject matter expert on polygraph and is competent to conduct, discuss, and offer strategic options regarding the best use and limitations of polygraph.
Requirements
Must be U.S. Citizen or National.
Selective Service registration is required for males born on, or after, December 31, 1959. Those not registered should have an approved exemption on file.
May be required to serve a one-year probationary period.
You must be a current permanent Department of Justice employee with competitive status or a CTAP/RPL eligible candidate.
Pass drug screening and subject to random drug testing.
Suitable for Federal employment determined by background investigation.
You must meet all applicable time-in-grade requirements by the closing of this announcement.

Qualifications
To qualify for the Supervisory Criminal Investigator (Branch Chief) position at the GS-14 grade, you must meet the following requirements by the closing date of this announcement.
Minimum Qualifications
To qualify for this position at the GS-14 grade level, candidates must also have at least one year of specialized experience equivalent to the next lower grade level (GS-13) by the closing date of this announcement.
Specialized Experience
Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume.
Specialized Experience Must Include All Of
Understanding and experience in the field of polygraph, interviews, and interrogations techniques; AND
Communicate orally and in writing (i.e. reports and briefings); AND
Conducts analysis to recognize new trends and directions in polygraph examinations for criminal investigations; AND
Provides leadership to others such as workgroups, teams, or special projects.
