GS-9 Level Qualifications
Specialized Experience: One full year of specialized experience equivalent to the GS-7 level in budget or financial management, demonstrating basic knowledge of budget principles, practices, and methods.
Education: One of the following—Master's or equivalent graduate degree; 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D. if related.
Combination of Education and Experience: A combination of successfully completed graduate education and experience may be used to meet total qualification requirements, with graduate education more than 1 full year.
GS-11 Level Qualifications
Specialized Experience: One full year of specialized experience equivalent to the GS-9 level in Federal service, demonstrating intensive knowledge of budget and finance policies, principles, and practices sufficient to manage the budget process.
Education: One of the following—Ph.D. or equivalent doctorate degree; or 3 full years of progressively higher‑level graduate education leading to such a degree.
Combination of Education and Experience: A combination of successfully completed graduate education and experience may be used to meet total qualification requirements, with graduate education in excess of 2 full years.
