The Opportunity
As the Proposal Manager, you will lead and manage the pursuit of large and/or complex proposals for BV’s Federal Business for clients including the DOD, NAVFAC, and USAID. You will work closely with capture managers, cost leads, and technical SMEs to provide leadership for pre‑ and post‑RFP proposal development activities such as strategy development, facilitation, compliance, writing, resource identification & oversight, production, and submission of final proposals, and process improvement.
Key Responsibilities
Lead and manage overall proposal development from Pre‑Proposal through Post Proposal phases.
Lead or support proposals in multiple roles (lead proposal manager, volume lead, section author).
Interpret requirements of Federal Government solicitations and guide teams in defining compliant, compelling, and responsive narratives.
Develop schedules, outlines, writing templates, compliance matrices, and presentations for the proposal team.
Develop compelling themes, discriminators, and messaging based on market intelligence.
Organize and facilitate proposal meetings (kick‑off, status, brainstorming, design, storyboarding, color reviews).
Ensure win strategy, technical solution, win themes, discriminators, compliance, and requirements are well‑articulated and consistent throughout the proposal.
Lead and write proposal sections (Management, Technical, Capabilities, Past Performance, Staffing) using interview and research techniques.
Lead or oversee production (edit, compilation, quality control) and submission of final proposals.
Minimum Qualifications
Bachelor’s Degree or Equivalent Experience.
10+ years of engineering, project execution, or technical pursuit management experience.
Ability to complete required pre‑employment onboarding (background checks, drug screen, etc.).
U.S. citizen required; assigned to projects for U.S. Government Agency/Department clients.
Preferred Qualifications
Experience leading proposals for contracts valued $75M+ and IDIQ/GWACs over $250M.
Strong strategic thinking and problem‑solving skills.
Demonstrated proposal writing experience across all solicitation sections.
Ability to create original content using interview and research techniques.
Proficiency with Microsoft Office, SharePoint, and Adobe CS.
8–10+ years of related experience, including 5+ years in Federal government proposal management, volume lead, support, or writing.
Successful track record of leading high‑quality, high‑scoring proposals.
Excellent organization and communication skills.
Knowledge of Federal procurement process and regulations (e.g., FAR).
Ability to work to meet deadlines (including nights, weekends, holidays).
Ability to manage geographically disparate teams; travel less than 10%.
Certifications
Formal proposal training and/or relevant certifications (e.g., APMP, PMP) preferred.
Work Environment / Physical Demands
Hybrid or flexible work options may be available after the first 90 days, based on manager discretion and job performance.
