Engineering Technician IV – Quantico, VA

The Engineering Technician IV will provide construction quality assurance and project management labor support to various locations within the NAVFAC Washington Area of Responsibility, performing various tasks and services.
Responsibilities

Functions as a team member on assigned construction projects.
Represents the FEAD/ROICC at the construction site and monitors the construction Contractor Quality Control (CQC) to ensure they are achieving quality work.
Assists Construction Managers in the coordination and construction of projects.
Attends and participates in all construction and CQC meetings.
Monitors and notifies the Project Superintendent, QC Manager, and Government Staff immediately of safety violations.
Notifies the Government Construction Manager (CM) and the FEAD/ROICC if the Contractor does not correct a hazardous working condition or a continuing safety issue in a timely or acceptable manner.
Reports all accidents immediately to the Construction Manager, FEAD/ROICC office, and Contracting Officers.
Reviews construction plans and specifications.
Notifies CM and KO of any situation that may result in a construction contract dispute, modification, or require a stop work order to be issued to the construction contractor.
Investigates, inspects, and performs quality assurance of the construction contract/CQC system and coordinates resolution of technical problems.
Other duties as assigned.
Qualifications

High school diploma or GED required.
5+ years of evaluation of new and existing commercial, industrial, and health care facilities.
Secret clearance required.
Knowledge, Skills and Abilities

Possess intermediate computer skills in office automation software, such as MS Office 2007‑based programs or higher, and other office information database software.
Thorough knowledge of the construction contract requirements for each definable feature of work.
Familiarity with QC inspection tools, techniques and methodologies.
Extensive technical and practical knowledge and experience as an Engineering Technician.
Knowledge of principles of construction technology and construction industry practices.
Knowledge of applicable codes and industry standards.
Knowledge of EM 385‑1‑1, US Army Corps of Engineers (USACE) Safety and Health Requirements Manual.
Ability to communicate effectively through oral and written presentations.
Ability to take measurements and estimate construction progress.
Ability to interpret plans and specifications.
