Instrumentation Specialist I / II

The Instrumentation Specialist I / II is responsible for troubleshooting and maintaining electrical and electronic controls, motors, starters, VFDs (Variable Frequency Drives), soft start relays, PLCs (Programmable Logic Controllers), System Control Data Acquisition (SCADA) systems, and various communications equipment for both water and wastewater departments. Perform routine calibration and configuration control on electronic equipment and maintain system integrity records. This is a safety-sensitive and/or DOT position. Therefore, participation in random drug testing at the city will be mandatory.

Instrumentation Specialist I
Troubleshoot and maintain electrical and electronic controls, motors, starters, VFDs, soft start relays, PLCs, SCADA systems, and related communication equipment, as well as various other systems and equipment.
Replace faulty components and utilize test instruments such as digital and analog multimeters, loop calibrators, megohmmeters, analog ohmmeters, data loggers, and specialty alignment equipment to determine the causes of equipment failures.
Maintain records of preventive and routine maintenance, as well as assembling and filing warranty documents.
Assist other maintenance technicians as needed.
Perform additional duties as assigned.

Instrumentation Specialist II
The Instrumentation Specialist II performs all duties of the Instrumentation Specialist I.
Advanced troubleshooting techniques in VFD, Soft start relays.
Performs more complex programming for SCADA systems; programs with ladder logic and relay logic; operates PLCs, RTUs and associated inputs/outputs; operates / program VFD.
Serves as a liaison to manufacturers, contractors, City personnel and other internal or external parties with respect to utilities equipment, instruments, and related systems.
Review instrumentation and electrical schematics for water and wastewater infrastructure projects.
Manage and prioritize all instrumentation projects with water and wastewater departments.

Must be able to provide services for the benefit of the general public during emergency situations that threaten the safety of League City’s citizens, and that City employees must be able to work immediately before, during, or immediately after an emergency.

Required
High School Diploma or equivalent.
Valid Driver’s License.

Instrumentation Specialist I
Must meet all required minimum qualifications in addition to the following:

Two years of experience working with 3-phase power-driven equipment.
Possession of an Instrumentation certificate or higher, or an NCCER Electrical I certificate or equivalent.
Four years of experience in industrial/commercial mechanical and electrical maintenance.

Instrumentation Specialist II
Must meet all required minimum qualifications in addition to the following:

Three years of experience working with 3-phase power-driven equipment.
Possession of an Instrumentation certificate or higher, or an NCCER Electrical I & 2 certificate or equivalent.
Five years of experience in industrial/commercial mechanical and electrical maintenance.
Assist in developing maintenance personnel to become more proficient in the instrumentation field.

Knowledge of
Tools and equipment used in mechanical and electrical repairs for wastewater equipment and buildings.
General understanding of Programmable Logic Controllers (PLCs).
Procedures for proper maintenance management and record-keeping.
General knowledge of industrial electrician controls.
Water and Wastewater Operations.

Skill In
Maintenance of pumps and motors, including troubleshooting and repair of various water and wastewater equipment and buildings.

Ability to
Communicate effectively and prioritize workload scheduling.
Work in a team-oriented environment.
