Summary
This position is with the Department of Homeland Security, U.S. Customs and Border Protection, Office of Human Resources Management, Mission Support Division, located in Washington, D.C. The starting salary ranges from $121,785 to $158,322 (GS‑13, Step 1–10) with locality and special pay options applicable.

Duties

Provide business and procurement advice and assistance to program officials to acquire systems, services, equipment, and supplies supporting the HRM mission.

Monitor cost, schedule, and performance parameters of all assigned contracts.

Prepare status reports and correspondence for upper management on contracts, interagency agreements, internal recurring orders, and procurement actions.

Maintain procurement schedules and contract catalogs to ensure sufficient capabilities are in place.

Act as an expert consultant with program staff to identify resources—including staffing, funding, equipment, facilities, and delivery or performance schedules—and detect changes to the scope of work.

Serve as Contracting Officer’s Representative (COR).

Requirements

U.S. Citizen.

Male born after 12/31/1959 must be registered with Selective Service.

Primary U.S. residency for at least three of the last five years.

All pre‑employment processes conducted in English.

Background investigation required.

Adherence to DHS drug‑testing and ethics rules, and participation in E‑Verify.

Financial disclosure required.

Position is covered by the National Treasury Employees Unions (NTEU) bargaining unit.

Qualifications

One year of specialized experience at the GS‑12 level equivalent, including:

Developing policies that streamline the acquisition process.

Monitoring cost, schedule, and performance of assigned contracts.

Coordinating with customers and contracting officers to ensure procurement timelines.

Conducting requirement analyses, independent cost estimates, and cost‑benefit analyses.

Experience may include paid, unpaid, or volunteer work through National Service programs or other organizations.

Must satisfy any education requirements, if applicable to the position.

Must complete required steps, including an online assessment of general competencies.

Must disclose current or recent political appointment status if applicable.

Must undergo the required background investigation.

United States residency requirements apply to non‑CBP employees.

Probationary period of one year for new federal employees.

Mission‑wide confirmation:

Position requires FAC‑COR Level II certification within the first year and advancement to Level III after two years and required training.
