
Program Manager

This position requires an active U.S. Government Security Clearance at the TS/SCI level and supports USSOCOM J39 in advancing its Operations in the Information Environment (OIE) capabilities through integrated analytics, knowledge management, and strategic planning. The effort focuses on solving a critical operational gap: the absence of a centralized capability to effectively manage global information operations data, partner nation SOF knowledge, and trans‑regional planning across multiple classification domains. As an expansion of support to an established USSOCOM customer, this work enables improved synchronization of information operations, enhanced decision‑making, and greater alignment across Combatant Commands, interagency partners, and allied networks. The program will deliver mission‑critical insights and coordination mechanisms to strengthen influence operations and operational effectiveness in complex, globally distributed environments.
Minimum Qualifications
Active TS/SCI clearance
Bachelor’s degree in Business, Management, International Relations, or related field
8+ years of experience managing DoD or IC programs
Demonstrated experience supporting USSOCOM, CCMD, or JSOTF environments
Proven ability to manage cost, schedule, and performance in accordance with DoD acquisition frameworks
Experience leading cross‑functional teams in intelligence, IO, or influence‑related programs
Proficiency in risk management, stakeholder engagement, and reporting to senior leadership (O‑6/GS‑15+)
Preferred Qualifications
PMP or DAWIA certification
Experience supporting J39 / Information Operations / MISO / Influence activities
Familiarity with fusion cell operations and ISR integration
Prior experience in contingency or deployed environments
Master’s degree in a related field
Salary: The base pay for this position ranges from $99,000.00 to $211,000.00 annually, depending on job‑related factors such as experience, qualifications, skills, and geographic location within California, Colorado, District of Columbia, Hawaii, Illinois, Maryland, Minnesota, New Jersey, New York, and Washington.
