Roadway Project Manager
Location: Raleigh, North Carolina, USA.
Duties and Responsibilities
The Roadway Project Manager at KCI is a highly experienced project manager who oversees large‑scope projects involving coordination across multiple subconsultants, contractors, vendors and suppliers. The role demands high organization, technical ability, leadership, and financial acumen to deliver projects from inception to completion.
Key Responsibilities
Lead a design team developing transportation design packages for NCDOT and municipal projects, including drainage, traffic control, signage, pavement markings, intersection design, pedestrian and bike facilities, bridges, construction phasing and scheduling.
Coordinate and oversee complete transportation design packages, managing multiple design disciplines and ensuring compliance with state design manuals and standard drawings.
Prepare plans, technical specifications, quantity takeoffs, and construction estimates in accordance with state design standards.
Manage and grow a design team; provide training and development to staff.
Participate in proposal preparation (scope, schedule, fee) and contract management to achieve profit goals.
Develop professional relationships and technical proposals for clients; lead teams to meet client expectations.
Act as a demonstration of leadership in transportation design and project management.
Control budgets, contracts and billing to meet financial objectives.
Use state DOT design standards to develop and maintain project packages.
Project Management and Leadership
Manage all aspects of projects, including technical staff, subcontractors, and suppliers, to ensure timely delivery.
Develop and communicate the Project Management Plan, outlining objectives, scope, schedule, budget, quality standards, and safety protocols.
Elevate project scope to match client expectations and project requirements.
Maintain project schedules and proactively identify and address potential delays or conflicts.
Monitor budgets and expenditures; implement cost‑control measures as needed.
Maintain high quality standards and oversee quality assurance processes.
Serve as primary client contact and manage communication of client concerns.
Collaborate with internal stakeholders and project team to drive success.
Allocate resources efficiently to ensure adequate staffing.
Identify, assess, and manage risks and develop mitigation strategies.
Conduct risk assessments and prepare contingency plans.
Training, Development, and Compliance
Mentor less experienced project managers in training and development.
Comply with all KCI policies and procedures.
Provide input to develop and implement project safety plans in accordance with federal, state, and local safety rules and regulations.
Financial Management and Reporting
Negotiate contract terms, scope and fees with clients and subconsultants.
Develop project schedules, recognizing concurrent tasks to optimize schedule.
Prepare contract development for clients and subconsultants.
Report monthly proposal/business development results to senior PM or practice leader.
Achieve or exceed budgeted utilization targets (70‑80%).
Chart and report project performance; implement corrective actions.
Deliver projects on time and within budget while meeting scope.
Operate within specified budget parameters.
Prepare and submit monthly project completion reports.
Prepare inter‑practice agreements and outside subcontracts as needed.
Provide monthly progress reports for all projects and discuss in Project Review Meetings.
Manage project cash flow (WIP/AR) and report to finance and operations monthly.
Set up new projects and provide weekly project data to senior PM or practice leader.
Identify ways to improve efficiency and reduce project cost.
Business Development and Marketing
Participate in project opportunity evaluations, consultant selection, and proposal development.
Identify new business opportunities and coordinate project presentations to clients.
Organize proposal teams and promote KCI capabilities to existing and prospective clients.
Assist in project close‑out, producing project write‑up and marketing materials.
Maintain involvement in at least one industry or community organization.
Project Execution and Technical Oversight
Fully manage required project management and technical deliverables in contract scope.
Compare field data to design plans.
Conduct site visits and gather data, including measurements, sketches, notes, and photographs.
Prepare all phases of design deliverables for approval.
Read and interpret technical documents required for project execution.
Make decisions on issues and challenges during project implementation.
Maintain knowledge of current state and municipal policies, procedures, and guidelines.

Qualifications
Education and/or Skills Required
Bachelor’s Degree in AEC or related field and minimum of 4 years related professional experience (or 8 years of equivalent experience).
Participation in continuing education and professional development programs.
Proven experience in project management roles and successful project delivery.
Demonstrated leadership to inspire and motivate teams.
Strong organizational and time‑management skills, with ability to prioritize tasks across multiple projects.
Excellent communication and interpersonal skills with clients, team members, and stakeholders.
Deep technical knowledge in the specific field of the project.
Expertise in project management software and tools, with ability to develop and maintain project plans and documentation.
Knowledge of industry standards and best practices related to project management, quality assurance, and safety protocols.
Effective problem‑solving skills and rapid solution implementation.
Strong negotiation skills for contract and stakeholder agreements.
Strong comprehension of accounting principles and project financial management.
Education and/or Work Experience Preferred
Master’s Degree in AEC or related field.
Certificates, Licenses, and/or Registrations Required
Complete KCI PM Training and Contract Risk Training and pass the PM Board within six months of start date.
