Access Management Reviewer (Transportation Engineer IV)

Overview
This position serves as a Project Reviewer in the Access Management Section, representing the State Highway Administration. The reviewer works directly under the Regional Engineer, reviewing development project documents and ensuring compliance with MDOT and Maryland regulations related to access and highway improvements.

Responsibilities

Review subdivision plans, site development plans, grading plans, and building permits through MDOT SHA and County processes.

Prepare and issue comments related to district requirements.

Negotiate application of access and highway‑related requirements with federal, state, county, and municipal agencies, developers, and consulting engineers.

Recommend to the Regional Engineer the need for immediate corrective action and coordinate withholding of approvals when necessary.

Provide technical direction and facilitate coordination of MDOT SHA requirements with consulting engineers.

Minimum Qualifications

Bachelor’s degree in engineering from an accredited college or university.

Four years of professional engineering experience.

Valid motor‑vehicle operator’s license in Maryland.

Selective Qualifications

Two years of experience in traffic engineering, highway design, land development, access management, or construction project engineering.

Preferred Qualifications

Experience negotiating with parties outside of state government.

Facilitating agreements between parties with differing interests.

Experience working with challenging customers.

Excellent written and oral communication skills.

Proficiency in Microsoft Office (Word, Excel, Access, PowerPoint).

Working knowledge of AASHTO guidelines and Standards and Specifications for Highway Design and Construction.

Understanding of traffic engineering principles.

Proficiency in preparing technical reports.

Engineer‑In‑Training license from the Maryland Department of Labor, Licensing and Regulation.

Additional work experience or education may be substituted on a year‑for‑year basis.
