Summary

As the Emergency Manager, you report to the Deputy Center Chief of Protective Services and are responsible for emergency preparedness planning, training, and exercise for all hazards affecting personnel (tenants and resident agencies). You will develop and maintain a Comprehensive Emergency Management Plan (CEMP) and Continuity of Operations Plan (COOP), and oversee the daily operation, readiness, and maintenance of the Center Emergency Operations Center (EOC) and its staff.
Duties

Serve as the Emergency Management Program Manager reporting to the Deputy Chief of Protective Services.
Develop, coordinate, review and maintain a COOP to ensure compliance with Federal requirements and continuous operation of critical functions.
Establish and maintain a robust liaison program with Agency and other Center emergency managers, private industry tenants, federal, state, and local governmental agencies.
Ensure NASA Langley Research Center (LaRC) emergency management program policy, plans, training, exercises, and events are fully integrated, synchronized and consistent with NASA standards, requirements and policies.
Plan, develop, coordinate and implement drills and exercises for emergency responders and the Center community, including tenants and resident agencies, ensuring compliance with Homeland Security Exercise and Evaluation Program (HSEEP) guidelines.
Manage and maintain databases to ensure the constant availability and readiness of the agency Emergency Notification System (ENS). Ensure an appropriate number of personnel are trained to operate the ENS for testing and during emergencies.
Ensure daily operation of the EOC, including appointment, training, and certification of EOC staff. Serve on behalf of the OPS Chief as the Operation Coordinator in the EOC during activation.
Develop and implement a comprehensive disaster/emergency response and recovery program for NASA LaRC, including all tenants and resident agencies.

If selected, you must be able to obtain and maintain a Certified Emergency Manager (CEM) certification within 6 months of onboarding.
Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS‑13, you must have one year of directly related specialized experience equivalent to the GS‑12 level, including:
Planning or implementing a disaster or emergency management program, including mitigation, preparedness, response, and recovery activities;
Improving emergency management capabilities through intra‑agency, inter‑agency, or community participation in planning, coordinating, and management functions;
Developing or implementing disaster or emergency management goals and objectives across a variety of environments.

Probationary Period
