The City of Torrance is seeking a full-time, experienced Content Creator for its Communications Division. This role is perfect for a self‑starter with a passion for storytelling who thrives in a fast- paced environment and can execute strategy, create content, analyze performance and collaborate across City departments.

The Communications Division is responsible for managing and coordinating all aspects of the City’s external communications. The division works to ensure clear, consistent, and transparent messaging across all platforms—enhancing public trust, civic engagement, and awareness of City programs, services, and initiatives. The Division also manages Torrance Community Television, providing live coverage of bi‑monthly City Council meetings on social media and the cellular cable television channel.

Position Overview
The Content Creator independently pitches story ideas and completes projects from start to finish with oversight from the Supervising Content Creator. The position assists with project workflow and collaborates with the production team to fine‑tune and meet deadlines and tight turnarounds. They are also responsible for streaming live at various locations and contributing to a variety of story formats including reels, stories, news‑style packages, longer documentaries, and promotional materials for the City. The Content Creator serves as a liaison between the City, community members, partner agencies, and stakeholders, representing the City in a professional and positive manner.

Qualifications and Responsibilities

Strong storytelling skills for a variety of topics and formats including reels, news‑style packages, documentaries, and public service announcements.

Proven experience as an interviewer, writer, and fact checker.

Ability to engage and maintain positive relationships with residents, City staff, and elected officials.

On‑camera experience presenting scripted and unscripted content clearly, confidently, and professionally.

Skilled in scriptwriting, social media data analysis, and trend identification.

Hands‑on expertise with mobile production equipment.

Proficiency in industry‑standard software, including Adobe Creative Suite and related media editing tools.

Demonstrated ability to coordinate and collaborate with creative teams, maintaining high performance.

Strong knowledge of local government operations and government‑access television.

Strong technical skills and awareness of changes and trends in the industry.

Education and experience: One to three years of experience in digital content creation, social media management, video production, communications, marketing, journalism, or a related field. An associate’s or bachelor’s degree in communications, media production, journalism, marketing, graphic design, or a related discipline is desirable.

License and Certifications
Must possess and maintain an appropriate valid California driver’s license.
