Position Summary

The Senior Manager, Postsecondary Partner Success advances Economic Mobility Center’s (EMC’s) Higher Education agenda by managing partner relationships and executing strategies within the Dallas County Promise and Regional Talent Networks to drive measurable improvements in postsecondary enrollment, persistence, transfer, and completion.

This role works closely with Dallas County higher education institutions — including Dallas College as a key anchor partner — alongside K-12 systems and community organizations to translate regional priorities into coordinated action and sustained impact. A central focus is strengthening transfer pathways and student mobility to ensure students successfully progress from entry through credential attainment.

Key Responsibilities
Advance Higher Education Strategy & Regional Priorities

Lead execution of Dallas County Promise-aligned strategies to increase college access, persistence, transfer, and completion

Manage relationships with Dallas County higher education institutions, including Dallas College as a primary partner

Support coordination across K-12 districts, higher education institutions, and community partners

Participate in and support convenings that drive alignment across the Dallas County higher education ecosystem

Represent EMC in Dallas County Promise-related meetings, events, and community engagements

Project & Account Management
Manage partner work across the Regional Talent Networks lifecycle:

Discovery:

Conduct institutional data reviews; facilitate partner assessments to identify gaps and opportunities

Planning:

Guide partners in developing strategies aligned to enrollment, persistence, completion, and transfer goals; support program plans and budgets

Implementation:

Oversee execution of enrollment and student success strategies; support program launch, grant implementation, and reporting

Post-Grant:

Support sustainability and scaling of successful strategies; strengthen partner systems and data use

Ongoing:

Track deliverables, timelines, and budgets; monitor performance and risks; lead regular partner check-ins

Drive Student Success Outcomes

Support partners in setting and achieving annual targets for enrollment, persistence, completion, and transfer

Track and analyze progress toward institutional and Dallas County Promise goals

Identify performance gaps and support partners in implementing targeted strategies

Lead efforts to strengthen transfer pathways, including articulation agreements, credit transfer efficiency, and student transition support

Ensure alignment between institutional strategies and broader attainment goals

Data Analysis & Reporting

Collect and analyze data from institutional and regional sources

Develop dashboards, reports, and visualizations to track progress and impact

Support alignment of enrollment, completion, transfer, and labor market data

Maintain accurate tracking of partner engagement and outcomes (e.g., Salesforce)

Partner Engagement & Communication

Build and maintain strong relationships with Dallas County Promise partners

Produce clear, concise materials including reports, memos, and presentations

Research and share best practices in college enrollment, persistence, and transfer success

Support planning and execution of convenings, workshops, and partner events

Contribute to storytelling and dissemination of partner success

Qualifications

Bachelor’s degree required; Master’s preferred

5‑8+ years of experience in higher education, K‑12, nonprofit, or workforce systems

Experience working across institutions or sectors

Strong project and partner management experience

Demonstrated ability to use data to inform strategy and decision‑making

Excellent communication, facilitation, and organizational skills

Preferred Qualifications

Experience with transfer pathways, articulation agreements, or student mobility initiatives

Experience working across regional or multi‑institution networks

Experience supporting adult learners or re‑engagement strategies

Experience with CRM systems (e.g., Salesforce)
