CONTRACT MANAGEMENT

OPEN COMPETITIVE OPPORTUNITY

This is a full-time, in-office position.

This position requires current authorization to work in the United States without employer sponsorship. The Department of Health is unable to provide employment visa sponsorship.

This is an OPS (Other Personal Services) position and, as such, no paid time off is offered. Health benefits will be offered for full-time employment. OPS employees are eligible to participate in a deferred compensation plan.

DESCRIPTION OF DUTIES
The Florida Department of Health in Broward County is seeking a detail-oriented Contract & Grants Specialist to support the development, administration, and compliance of contracts and grant‑funded agreements. This role ensures that all contractual activities align with local, state, and federal regulations, while maintaining audit‑ready documentation and supporting critical public health programs. The ideal candidate brings experience in government contracting, grant compliance, and can effectively coordinate across program, finance, and legal teams.

Key Responsibilities
Contract Development

Draft, review, and manage a variety of contracts, including vendor/sub‑recipient service agreements

Memoranda of Understanding (MOUs)

Amendments and renewals

Ensure contracts include required clauses and meet regulatory standards

Coordinate internal reviews and approvals

Utilize contract systems or databases

Ensure compliance with grant requirements

Reporting obligations

Funding restrictions

Maintain documentation to support state and federal audits

Cross‑Functional Coordination

Work closely with program managers, finance, and leadership

Provide guidance on contract requirements and compliance in plain language

Serve as a liaison between internal teams and external partners

Knowledge, Skills & Abilities

Strong contract drafting and document review skills.

High attention to detail and organizational ability.

Understanding of regulatory and compliance environments.

Ability to manage multiple priorities and deadlines.

Strong communication skills with both technical and non‑technical stakeholders.

Minimum Qualifications

Willing to work before, during and/or beyond normal work hours or days in the event of an emergency.

Authorized to work in the United States without employer sponsorship.

Willing to physically come in the office to perform the duties & responsibilities of the position.

Two to five years of experience in contract administration or grants management in government, public sector, healthcare, or nonprofit environment.

Knowledge of contract compliance and audit requirements.

Preferred Qualifications

Experience with grant‑funded programs (e.g., CDC, HRSA, FEMA, or state grants).

Experience with public procurement processes.

Experience working in a health department or healthcare setting.

Work experience with HIPAA considerations in contracts.

Bachelor’s degree in Legal Studies, or related field, or paralegal certification with relevant experience.
