Program Overview
This temporary part‑time position reports to the Director of Workforce Development and is responsible for providing oversight of the Upward Bound Classic federally‑funded grant project at the Wilmington Campus. Upward Bound is an academic and college preparatory support program for high‑school students (grades 9‑11) on their path to earning a college degree. The role includes supervising full and part‑time staff, managing a federal budget, and ensuring grant outcomes. The position is 100% special‑funded and limited to 29 hours per week.

Compensation
Salary: $26.86 per hour.

Principal Accountabilities

Researches and develops program curriculum and activities in accordance with the prescribed program goals and objectives.

Determines eligibility of participants/students based on state, federal and college regulations, and makes decisions to terminate participants as needed.

Coordinates and facilitates research and development of program materials and information.

Researches, develops, and writes funding proposals for identified funding sources and performs relevant reconciliations.

Recommends applicants for hiring.

Trains, supervises, and evaluates subordinates.

Coordinates program activities and events with other personnel.

Develops and participates in marketing tools for the program (fact sheets, brochures, flyers, presentations, radio advertisements, press releases).

Prepares and coordinates the budget and financial accounting for the program, authorizes expenditures and purchases relevant to the program, and certifies funding is correct.

Collects, interprets, analyzes, and processes information and data, and prepares relevant reports regarding the program.

Handles designated specialized program assignments such as negotiating contracts.

Builds community partnerships and relationships as they relate to funding resources and coordinates with community service groups, college staff, and state and federal agencies.

Provides staff development and training within the program.

Assists students by providing information and/or advice, coordinating tutoring sessions, and presenting workshops.

Performs related duties as required.

Knowledge of fiscal and budgetary policies and procedures.

Knowledge of database and spreadsheet software (e.g., Microsoft Office).

Minimum Qualifications

Bachelor’s degree in a relevant field.

Four (4) years of relevant experience, including supervision, or equivalent additional years of education.
