Summary of Position
The Communications and Outreach Manager is responsible for leading and executing a comprehensive communications, marketing, public relations, and community engagement strategy that strengthens RCCHC’s presence across its service area. This role combines strategic leadership with hands‑on execution, ensuring consistent, high‑impact messaging across all platforms while maintaining a strong, visible presence in the community. The Communications Manager serves as a key ambassador for RCCHC, actively engaging with patients, partners, and community stakeholders to promote services, improve access to care, and elevate RCCHC’s reputation.
The position oversees digital communications, media relations, branding, and internal messaging, while also leading community outreach efforts that connect RCCHC programs directly to the populations it serves. Population Served
Roanoke Chowan Community Health Center will provide open access, community‑oriented primary care of the highest quality to all residents, migrants and seasonal farmworkers, as well as visitors of Hertford, Bertie, Northampton, Gates, Washington and surrounding counties, regardless of their ability to pay.
Minimum Qualifications
Must be able to speak and communicate clearly and effectively
Experience designing, developing, editing and implementing an integrated communications, public relations, and marketing strategy, encompassing both digital and other channels.
Must have working knowledge of Microsoft applications including Word, Excel, and PowerPoint
Working knowledge of design and editing software of employee’s choice (e.g., Adobe Creative Suite or equivalent)
Works effectively with others and is able to organize workload, as well as assume responsibility and maintain confidentiality
Must be able to work independently, exercise appropriate decision‑making skills, and function effectively on a team.
Must have a valid driver’s license
Education
Bachelor’s Degree preferred, with preference for degrees in marketing and/or communications.
Experience
3 years required (5 years preferred) of communications, public relations, marketing or related experience. Equivalent combinations of education, training, and experience may be considered.

Knowledge
Knowledge and understanding of public health care delivery, community health or Federally Qualified Health Centers (FQHCs) in regard to the Federal 330 Public Health Service Act
Previous experience with graphic design, content creation and strategy, promotion on social media, email marketing
Skills
Excellent written and oral communication skills
Strong skills in writing, editing, and content strategy
Proficient in operating desktop publishing programs and graphic design tools

Ability to work with internal staff and board to develop design standard for the organization
Ability to write, review, and edit text to accompany design work (e.g., social media content)

Ability to incorporate feedback into design revisions
Ability to build relationships with community partners, media, and stakeholders
Essential Functions
Communications & Multimedia Support
Design and produce promotional materials including:
Flyers, posters, banners, newsletters, reports, infographics
Social media graphics
Event promotional materials
Photograph and record RCCHC events.
Produce and edit short informational and promotional videos.
Design and produce the Annual Report and other major publications.
Maintain brand consistency across all printed and digital materials.
Social Media & Digital Engagement
Manage and maintain RCCHC social media platforms.
Develop and maintain a monthly content calendar.
Create and schedule posts aligned with awareness months, health campaigns, and organizational priorities.
Respond appropriately to messages and online engagement.
Monitor analytics and provide performance summaries.
Assist in maintaining website content to ensure accuracy and timeliness.
Public Relations & Advocacy Support
Lead advocacy efforts internally and externally.
Provides staff support to RCCHC Board Advocacy committee.
Support community awareness campaigns.
Assist in drafting press releases, media announcements, and public messaging.
Coordinate community storytelling efforts that highlight patient and staff voices.
Assist with planning and execution of events such as:
National Health Center Week
Community Health events
Grand openings
Annual Meeting
Community Outreach & Patient Engagement
Serve as a visible representative of RCCHC in the community.
Participate in and coordinate presence at community events, educational sessions, and partner-hosted activities across the service area.
Conduct outreach in schools, churches, local businesses, senior centers, and community centers to increase awareness of services.
Support patient engagement initiatives such as MyChart promotion and enrollment awareness.
Provide general assistance in connecting patients to available programs and community resources during outreach events.
Collaborate with clinical and care management teams to align outreach messaging with patient care priorities.
Gather community feedback during outreach activities to inform service improvements and identify unmet needs.
Maintain partnerships with schools, colleges, local governments, and nonprofit organizations to strengthen referral networks and continuity of care.
Internal Communications Support
Develop and support internal communications efforts to build engagement and awareness of RCCHC priorities and programs among staff and BOD.
Support development of presentations and branded templates.
Maintain updated promotional materials in clinic lobbies.
Support leadership messaging initiatives as requested.
Emergency & Operational Communications Support
Assist in communicating:
Facility closures
Weather alerts
Service changes
Operational updates
Support dissemination of patient notifications across multiple platforms.
