Location

This position is located in the Bureau of Managed Care, Richland County. It is an in-office role and not a telecommute or remote position.
Are you the One?

We are looking for a MCO Contract Writer who, under the leadership and supervision of the Assistant Bureau Chief of Managed Care, serves as the expert in and is responsible for updating and maintaining the Managed Care Plan Contracts and accompanying Reporting Guide.
Responsibilities

Manages end-to-end process for updating the MCO Contract by engaging stakeholders and SMEs across the Agency to solicit updates within established timeframes. Evaluates proposed changes for accuracy and clarity, ensuring consistency in language across the contract, including conducting detailed content reviews, assessing alignment with applicable policies and regulatory requirements, and maintaining strict version control throughout the drafting and revision process. Facilitates formal review cycle by preparing and distributing draft and redlined contract documents, consolidating and reconciling internal and external feedback, coordinating responses between Agency staff and Managed Care Organizations, and ensuring timely progression of updates through review, approval, and finalization.
Develops formal policies and procedures for MCO contract updates, including internal and external roles and responsibilities, processes, and timelines. Meets with stakeholders across the Agency to review MCO contract lifecycle and roles and responsibilities expectations. Creates formal process for amendment requests, changes to contract, etc. Ensures MCOs are aware and understand MCO contract lifecycle timelines.
Leads or supports other projects proactively or as assigned by Agency leadership. Continuously engages in process improvement to support Agency, Division, and Bureau-wide strategies, objectives, and initiatives. Collaborates with other policy team members in research, development, implementation, and evaluation activities for services, projects, and agency initiatives as assigned. Performs other related duties as required. Projects may require driving to location outside of regular office location.
Drafts formal communications to MCOs, including but not limited to All Plan Call agendas, policy memoranda, policy change notifications, Provider Bulletins, and related training materials for review and approval by Bureau and Agency leadership as applicable. Distributes formal communications to MCOs as approved by Bureau and Agency leadership and as defined in internal policies and procedures. Collects, consolidates, and analyzes MCO feedback on formal communications and prepares comprehensive reports for dissemination to appropriate internal stakeholders.

Qualifications

Bachelor’s degree with at least five (5) years of demonstrable experience in writing policies and procedures.
Master’s degree with at least three (3) years of demonstrable experience in writing policies and procedures.
Additional Requirements

Occasional overnight travel.
A valid driver's license.
Sitting or standing for long periods of time.
In-office role.
