BUSINESS DEVELOPMENT MANAGER

Responsibilities

Design, manage, and oversee business development initiatives for the Department of Economic Innovation and Development.

Develop and implement strategies to attract new businesses and retain existing ones, focusing on key growth sectors such as technology, sustainability, and healthcare.

Collaborate with industry leaders and stakeholders to promote Miami as a premier destination for business development and investment.

Lead initiatives to support and grow small businesses within the City of Miami.

Build and maintain strategic relationships with local, national, and international stakeholders, including businesses, industry associations, venture capital firms, and academic institutions.

Facilitate partnerships that drive investment, innovation, and job creation, particularly in sectors critical to Miami’s economic future.

Identify and connect small business owners and entrepreneurs to resources and mentorship opportunities that ensure long‑term success.

Conduct market research to identify emerging trends, competitive positioning, and potential business opportunities.

Analyze economic data to assess the City’s strengths and opportunities for attracting investment and promoting business growth, with an emphasis on small‑business development.

Organize and manage business development events such as trade shows, small‑business expos, and investor networking sessions, coordinating event logistics, marketing, and partner engagement.

Identify, apply for, and secure grant opportunities that support entrepreneurship, including those focused on innovation and technology integration.

Manage awarded grants, tracking expenditures, ensuring compliance with grant requirements, and preparing regular reports for funding agencies.

Work closely with other city departments to ensure that business development initiatives align with broader city goals, including procurement opportunities for local businesses.

Monitor the effectiveness of business development programs through data collection and analysis; prepare reports on program performance, participant satisfaction, and business outcomes, and recommend improvements as needed.

Qualifications

Bachelor’s Degree in Business Administration, Marketing, Finance, Economics, or a closely related field.

Minimum of 4 years of experience in business development, economic development, or small‑business support program administration, including experience generating leads, developing proposals, and establishing business‑to‑business partnerships.

OR an equivalent combination of education and experience beyond a high‑school diploma and at least 2 years of the required experience mentioned above.

Special Requirements
A valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized upon application; prior to appointment a State of Florida driver’s license (Class E or higher) must be presented to the Department of Human Resources.

Veterans Preference
Veterans Preference is awarded in accordance with Florida State Statute 295.07. If claiming veteran’s preference, indication must be made on the application form and proper documentation, including all DD‑214 (Member 4) and the applicable FDVA‑Veterans' Preference Certification Form(s) in accordance with Rule 55A‑7.013, must be submitted with the application.
