The Department on Disability (Department) is committed to ensuring the City of Los Angeles provides full access to programs, facilities, and services. Through strategic management, partnerships, advocacy, training, research, and improved service delivery, we aim to benefit individuals with disabilities, providers of essential resources, and policymakers.

The Department is seeking to hire a full-time Principal Public Relations Representative to lead the Department's public relations program and maintain its efforts to ensure the City's internal and external communications are accessible to people with disabilities.

Duties Include :

Duties include, but are not limited to:

Public Information, Marketing, and Media Relations (35%)

Lead development and implementation of a comprehensive media and communications strategy for the Department.
Manage the Department's internal and external communications.
Draft talking points, speeches, public service announcements, news releases, and email marketing campaigns.
Advise Department leadership on the public relations impact of proposed actions, policies, and initiatives.
Respond to media inquiries and public information requests in a timely and appropriate manner.
Coordinate press conferences and media engagements for the Department, including leadership and program staff as needed.
Oversee and manage the Department's websites and social media channels, ensuring digital content aligns with accessibility requirements and best practices.
Draft and produce the Department's annual report, newsletters, brochures, videos, presentations, and other public-facing materials, ensuring content is accessible and inclusive of people with disabilities.
Establish and maintain the Department's design and brand standards, including creating and distributing digital assets, such as Department letterhead and templates, in alignment with the standards.
Collaborate with Department staff to ensure Department publications and communications are accurate, up to date, accessible, and consistent with design and brand standards.
Community Engagement and Stakeholder Relations (30%)

Disseminate information about the Department's available services to City departments, City Council Offices, community organizations, and constituents.
Serve as the primary liaison between the Department and the Mayor's Office and City Council communications teams.
Represent the Department at City and community events and act as a liaison to key community stakeholders.
Serve as the Department's representative in the Joint Information Center during emergency operations, including advising on accessible communication requirements and best practices.
Support outreach and information-sharing efforts for community engagement programs and special events.
Develop and coordinate communications materials for events, including digital and printed content, and oversee production and distribution in collaboration with vendors and print services.
Coordinate communication access services for public-facing events and activities, such as sign language interpreting and real-time captioning (CART), as needed.
Citywide Disability Access Compliance (20%)

Provide training, guidance and technical assistance to the City's Public Information Officers, Emergency Preparedness Coordinators, ADA Coordinators, and other City staff on accessibility requirements and best practices for web, mobile, and social media communications.
Maintain the Department's online Disability Access Resource Library and contribute to the development of guidance material intended to support accessible communications and inclusive messaging.
Planning and Reporting (10%)

Prepare and review reports, data, and written responses for the Mayor's Office, City Council, City departments, and local, state, and federal agencies.
Prepare responses to public information requests.
Collect and report on the Department's quantitative and qualitative metrics.
Develop and track metrics to evaluate communications and outreach efforts.
Participate in the development of the Department's annual budget, including preparing budget requests and cost estimates for communications initiatives and special projects.
Supervision (5%)

Establish, monitor, and evaluate performance expectations for assigned staff and volunteers in alignment with Departmental objectives.
Other duties as assigned.

Core competencies for success in the position

Strong written and oral communication skills, including public speaking experience.
Proficient in developing relationships with City departments, community organizations, and media representatives to support effective communication and outreach.
Adept with principles, techniques, and methods for disseminating information about municipal agencies.
Ability to write clear and compelling educational and informational material.
Knowledge of and experience with disability access requirements and best practices across web, mobile, and social media communications.
Ability to work and exercise judgment independently.

MINIMUM REQUIREMENTS:

Candidates for this position must be current City of Los Angeles employees with the civil service job classification of Principal Public Relations Representative.
