The Communications Manager owns DataCT's external and internal communications function, including CT Plan subscriber notices, vendor alerts, policy bulletins, website content, and document libraries. The role ensures that DataCT's communications are timely, accurate, consistent with CT Plan governance, and aligned with DataCT's public-market responsibilities.
This is a hands-on, detail-oriented role that collaborates closely with the Head of L&RM, the Head of Legal, Risk & Compliance, the CAO, and Operations. The Communications Manager is the principal author and editor for DataCT's written communications and the principal steward of DataCT's online presence.
DataCT operates under the independence, governance, and transparency framework established in the CT Plan and the Administrator RFP. All staff are expected to uphold the independence of the Administrator function, avoid actual or perceived conflicts of interest, and support the governance reporting obligations of the Operating Committee of CT Plan LLC.
Core Responsibilities Subscriber, Vendor, and Policy Communications Draft and distribute subscriber notices, vendor alerts, and policy bulletins.
Maintain the publication calendar and policy change-log communications.
Ensure all outbound communications are reviewed and approved in line with Legal and governance standards.
Website, Document Library, and Knowledge Base Maintain DataCT and CT Plan-facing website content, policy library, document archives, and change logs.
Operate the version-control and publication workflow for public-facing documents and ensure effective-date discipline.
Support search and discoverability of policy and licensing documentation.
Governance and Board Communications Support Support Operating Committee and Board communications materials, including meeting notices, Board books, and post-meeting summaries in coordination with Legal and the CAO.
Administer the communications calendar across L&RM, Legal, Finance, Operations, and the CAO.
Brand, Tone, and Style Governance Own DataCT's style guide, tone-of-voice standards, and publishing checklist.
Maintain standardized templates for notices, bulletins, reports, and presentations.
Incident and Regulatory Communications Support Support crisis and incident communications in coordination with the Head of Legal, Risk & Compliance, the CAO, and the Head of Operations.
Maintain the communications-ready kit for Reg SCI events, cybersecurity incidents, and operational disruptions.
Key Performance Indicators On-time publication of notices and bulletins.
Accuracy (zero material corrections required) of published communications.
Website content freshness; policy-library completeness.
Turnaround time for ad hoc Board and Operating Committee materials.
Qualifications Seven or more years in corporate, regulatory, or financial-services communications.
Strong written communication and document management skills.
Familiarity with market-data, financial services, or regulated industries preferred.
Bachelor's degree required; advanced degree or professional communications credential a plus.
Skills and Competencies Excellent writing, editing, and proofreading — especially for regulated or legally reviewed content.
Document and content management; version control.
Stakeholder management across Legal, Operations, and executive leadership.
Comfort with ambiguity and fast turnaround cycles.
Tools and Systems CMS / web publishing (WordPress or equivalent), document-management systems (SharePoint, Confluence, Notion), design and collaboration tools (Canva, Figma, Microsoft 365), CRM and marketing-automation touchpoints as required.
Location Requirement This position requires regular, in-person physical presence at DataCT's principal offices in New York City. DataCT's core staff, CT Plan stakeholders, SIP Processors, auditors, and principal service providers are concentrated in the New York metropolitan area, and on-site collaboration is essential to the Administrator function.
Compensation and Benefits Base Salary Range - commensurate with experience, qualifications, skills, education, internal equity, and market data.
Eligible for performance-based incentives consistent with the role level.
Compensation is set in accordance with the DataCT Resourcing Experience and Expertise Classification Framework.

About DataCT DataCT LLC is a Delaware limited liability company headquartered in New York, New York, formed as a single-purpose, independent, member-owned entity to serve as the Administrator of the U.S. Consolidated Tape Plan (the CT Plan). DataCT LLC is responsible for the unified administration of Tapes A, B, and C under the CT Plan, acting on behalf of CT Plan LLC under the Administrator mandate. DataCT is currently engaged under an Interim Services Agreement and is transitioning to the definitive Administrator Services Agreement with CT Plan LLC. The organization is building toward a full operating state of approximately 25 employees and is expected to be fully operational by April 2027.
