Division/Program Summary
The New York City Department of Health and Mental Hygiene (NYC Health Department)'s Bureau of Hepatitis, HIV, & STIs (BHHS) oversees the City's response to viral hepatitis, HIV, and sexually transmitted infections (STIs). Through a range of programs and collaboration with NYC Health Department units and external partners, BHHS leads testing initiatives; prevention, care, and treatment; epidemiology and surveillance; research and evaluation; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives. The mission of the HIV program is to end HIV transmission, promote the health of all New Yorkers with or vulnerable to HIV, reduce HIV‑related inequities, and combat stigma. The ACE (Assess. Connect. Engage.) Team provides linkage to care and partner services, connecting newly diagnosed persons to HIV clinical care and measuring outreach through Data to Care (D2C) activities.

Job Duties and Responsibilities

Supervise ACE team Program Coordinators on the provision of linkage to care and partner services.

Assure and monitor the technical competencies of all staff in the provision of linkage to care and partner services.

Collaborate with other Team Leads and program leadership on the organization, implementation, and monitoring of client services.

Support ACE citywide operations by establishing and maintaining effective communications with HIV medical providers and monitoring logistics with NYC medical and social services providers.

Supervise and train staff in activities related to HIV case and partner investigation and assist in assessing and identifying training needs.

Conduct routine quality improvement and assurance using ACE data management systems to ensure compliance with documentation and follow‑up procedures, prioritizing case investigations and ensuring thoroughness of narratives and partner notifications.

Generate reports and conduct data analysis to review compliance with timeliness of case investigation and partner services; work with supervisors to evaluate productivity and recommend program improvements.

Review the efficiency and effectiveness of disease intervention activities, make changes as appropriate, and evaluate impact; participate in planning and organizing activities through meetings, conference calls, and other means of input.

Minimum Qualifications

Bachelor's degree and four years of progressive clerical/administrative experience with independent decision-making concerning program management; 18 months in an administrative, managerial, executive or supervisory capacity, supervising staff performing work of more than moderate difficulty.

Associate degree or 60 semester credits and five years of progressive experience as above; 18 months in an administrative, managerial, executive or supervisory capacity.

High school diploma or equivalent with six years of progressive experience as above; 18 months in an administrative, managerial, executive or supervisory capacity.

Education and/or experience equivalent to any of the above; candidates must possess the required 18 months of supervisory experience.

Additional education above the high school level may substitute for the general clerical/administrative experience (up to 30 semester credits for 6 months of experience).

Preferred Skills
Excellent data management skills ; strong oral and written communication and interpersonal skills; knowledge of public health and STIs; ability to handle multiple and diverse assignments; experience supervising employees and completing performance evaluations; proficiency in Microsoft Excel, Word and Access.
