Overview
The Senior Proposal Coordinator is a core member of the pursuit team—responsible for developing clear, credible, and differentiated proposal content that positions Shimmick and Axia to win complex infrastructure work. You will work directly with operations leaders to extract project knowledge and translate it into strong, strategic messaging across proposals, qualifications, and interviews. This role requires ownership, speed, and the ability to operate under pressure. We are not looking for someone to manage documents—we are looking for someone who helps us win.

Responsibilities
Lead development of resumes and project datasheets tailored to specific pursuits
Conduct direct interviews with project teams and SMEs to capture construction approach, technical challenges and solutions, self‑perform advantages, and safety and quality performance
Write and refine project experience narratives, key personnel qualifications, and differentiated content aligned with win strategy
Manage all proposal compliance and administrative requirements (RFP forms, bid packages, online submissions)
Coordinate proposal schedules, assignments, and deliverables
Maintain and continuously improve proposal content libraries within Cosential
Lead formatting and visual execution of proposals using Adobe Creative Suite (InDesign, Illustrator, Photoshop)
Enforce brand, quality, and consistency standards across all submissions
Support pursuit teams in strengthening messaging for interviews and presentations

Qualifications
Minimum Requirements:
Bachelor’s degree in English, Communications, Marketing, Journalism, Business, or related field, or equivalent experience.
Preferred Qualifications:
2–5+ years of proposal coordination experience, preferably in heavy civil / AEC
Strong writing and editing skills with the ability to translate technical content into clear messaging
Experience working with construction teams, engineers, or field operations
Proven ability to manage multiple deadlines without dropping the ball
Proficiency in Microsoft Word (Advanced), Adobe Creative Suite (InDesign, Illustrator, Photoshop), and experience with Cosential CRM (or similar AEC proposal database systems)
Additional Information
Requires occasional travel for proposal workshops, interviews, or team meetings.
This position may be based in Irvine, CA; Suisun City, CA; Denver, CO; or a remote location within the United States.
Qualified applicants who are offered a position must pass a pre‑employment substance abuse test.
This position does not include sponsorship for a United States work authorization.
The salary range for this position is between $75,000 and $100,000 per year depending on experience and/or education.
