Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Leads complex organizational studies and program evaluations to assess effectiveness, identify improvements, and recommend solutions. Translates analytical findings into actionable strategies for senior leadership consideration.
Directs enterprise-level programs and operations of broad scope and complexity. Establishes program objectives, evaluates outcomes, and ensures alignment with organizational priorities and senior leadership direction.
Directs coordination across organizational components, functional offices, and external partners to integrate requirements and ensure cohesive program delivery at the enterprise level.
Develops, coordinates, and promulgates enterprise-wide policies and procedural guidance. Evaluates the impact of proposed and enacted policy changes and advises senior leadership on implementation strategies and organizational implications.
Represents the organization in high-level forums, interagency bodies, and executive-level engagements. Builds and manages relationships with senior internal and external stakeholders to advance organizational goals and program objectives.
Serves as a principal advisor to executive leadership on complex programmatic, administrative, and organizational matters. Provides authoritative recommendations that directly inform senior-level decisions and strategic direction.
For supervisory positions, you will perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-09 level , you must have:
a) One year of directly related specialized experience equivalent to the GS-07 level:
Applying relevant regulations, policies, or guidelines and coordinating with stakeholders to support program or organizational objectives.
OR
b) Completed all requirements for a master's or equivalent graduate degree in an appropriate field
OR
c) Completed 2 full academic years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in an appropriate field
OR
d) LL. B or J.D, if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above
To qualify for GS-11 , you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level:
Conducting analytical, policy, or program work;
Coordinating with multiple stakeholders or functional areas to accomplish program objectives.
OR
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field
OR
c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field
OR
d) LL.M., if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above
To qualify for GS-12 , you must have one year of directly related specialized experience equivalent to the GS-11 level:
Supporting analytical, program, or administrative functions;
Coordinating across organizational components to integrate requirements and support program objectives.
To qualify for GS-13 , you must have one year of directly related specialized experience equivalent to the GS-12 level:
Supporting complex analytical, program, or administrative functions;
Advising senior officials on complex issues;
Working across organizational levels to support program or mission objectives.
To qualify for GS-14 , you must have one year of directly related specialized experience equivalent to the GS-13 level:
Managing enterprise-level programs, functions, or analytical efforts;
Developing policy or strategic guidance;
Exercising oversight responsibility for program operations and outcomes.
To qualify for GS-15 , you must have one year of directly related specialized experience equivalent to the GS-14 level:
Providing oversight for enterprise-level programs or functions;
Developing agency-level policy or strategic guidance;
Advising executive or senior leadership on critical programmatic and organizational matters.

If you are using education completed in the United States to meet the qualification requirements, your degree must have been awarded from a college or university that is accredited by a recognized accrediting organization. Probationary Period
You may be required to serve a one-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest. If selected, the requirement to serve such period will be determined by Title 5 of the Code of Federal Regulations, Part 11.

your performance and conduct;
the needs and interests of the agency;
