Overview
The City of Richmond Department of Public Utilities is seeking a qualified Program and Operations Supervisor. The selected incumbent will be responsible for managing the teams that operate and maintain the combined sewer pipe system, Shockoe Retention Basin, Diversion Structure, pump stations and force mains. Responsibilities include supervising staff; setting program goals, objectives, and standards; planning and monitoring programs for progress towards objectives; overseeing changes in policies and procedures; maintaining equipment; participating in special projects; preparing and monitoring budgets and budget projections; overseeing daily accounting and procurement functions; coordinating with clients, peers, the community, and other agencies; managing contracts as well as financial and performance data; and preparing reports.

Key Responsibilities

Managing/supervising staff responsible for combined sewer system operation and maintenance

Preparing budgets

Preparing reports for regulatory compliance

Conducting tours as needed

Preparing briefing materials for senior management

Minimum Training and Experience

Bachelor's degree in business or public administration, or related field

Four years of journey-level professional experience in an area related to the assignment

Master's degree in business, public administration, or directly related field may be preferred

An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications

Preferred Qualifications

Four years of progressively responsible related experience that includes significant experience with sanitary and combined sewers

Education background in wastewater operations

Experience working in public utilities, public works, and/or environmental regulatory agencies is a plus

Experience with pump stations and large wastewater storage facilities

Understanding of capital projects and ability to see and convey the big picture concerning short and long term projects and goals

Experience with Microsoft Office Suite programs

Licensing, Certifications, and Other Special Requirements

Certification as a Property Maintenance Inspector or Property Maintenance Code Official through the Virginia Department of Housing and Community Development is required for certain Planning and Development Review positions

Valid Commercial Driver's License with a satisfactory driving record

Environmental Hazards

Physical Requirements and Working Environment
Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple concurrent tasks with frequent interruptions and time constraints. Essential duties may require the ability to regularly talk, hear, see, and perform repetitive motions; and occasionally climb, stoop, crouch, reach, stand, walk, push, pull, lift, finger, grasp, and feel. Working conditions may include environmental hazards. Light work requiring up to 20 pounds of force occasionally, up to 10 pounds frequently, and negligible force constantly.
