Proposal Technical Writer

Hybrid

4 days onsite in Tysons Corner, VA / 1 day remote

Key Responsibilities:

Develop compelling, compliant, and persuasive technical proposal content aligned with win strategies and solicitation requirements

Own proposal content development for assigned sections from concept development through final submission

Collaborate closely with SMEs, capture managers, solution architects, engineers, and leadership teams to gather and synthesize technical information

Translate complex IT solutions, technical approaches, and win themes into clear, concise, and customer-focused narratives

Lead and participate in solutioning sessions, storyboarding, and content strategy discussions

Conduct SME interviews and proactively gather information needed to support proposal responses

Support and participate in color team reviews, incorporating feedback and refining content for executive-level evaluations

Ensure proposal content is compliant, accurate, consistent, and aligned with proposal strategy and evaluation criteria

Track industry trends, emerging technologies, and organizational capabilities to continuously strengthen proposal content libraries and reusable assets

Contribute to knowledge management initiatives, including maintaining proposal repositories, templates, and reusable content

Required Experience & Qualifications:

Minimum of 7 years of experience supporting Federal proposal development, with a strong focus on technical writing, editing, RFIs, white papers, and proposal content creation

Proven experience collaborating with technical SMEs to develop and refine complex IT proposal narratives

Strong working knowledge of Shipley methodology and the Federal proposal development lifecycle, including technical volumes, past performance, and pricing narratives

Demonstrated ability to transform highly technical concepts into compelling, easy-to-understand proposal content

Exceptional writing, editing, proofreading, and grammar skills with meticulous attention to detail

Ability to think critically, synthesize information from multiple sources, and create unified, persuasive messaging

Experience reviewing proposal content for compliance, consistency, clarity, and proper terminology usage

Understanding of generative AI tools and how they can support proposal development, content optimization, and tone alignment

Highly organized and self-motivated with the ability to manage multiple high-priority assignments in deadline-driven environments

Strong knowledge management and content organization experience

Advanced Microsoft Word expertise and proficiency with Microsoft Office Suite, including PowerPoint and Visio, as well as Adobe Acrobat Professional

Strong understanding of the Federal contracting landscape and procurement environment

Preferred Qualifications:

Experience supporting proposals within the Federal IT market

Marketing or communications experience within the technology industry

Experience supporting small business growth initiatives and proposal operations
