Northern Wasco County PUD is seeking an experienced Digital Communications Specialist to join our team. This is an exciting opportunity for a marketing professional who excels at creating engaging content. This full‑time, non‑exempt role offers a Monday‑Thursday, 4/10 work schedule.

General Accountabilities and Essential Functions
Digital Content Production

Create graphics, videos, and written content for web, social media, email campaigns, and other digital platforms

Design visual assets using Adobe Creative Suite, Canva, and other design tools

Film, edit, and produce short‑form videos for social media channels and organizational communications

Maintain brand consistency across all digital content

Manage digital asset library and content templates

Draft copy for social media posts, flyers, newsletters, and organizational publications

Social Media Content & Support

Create graphics and content for timely and organization‑specific social media posts

Design visual assets that supplement regularly scheduled content from social media partner

Produce platform‑specific content for LinkedIn, Facebook, Instagram, and X

Monitor and support growth of social media presence across all platforms

Compile social media engagement metrics and performance data

Identify trends and make recommendations to improve engagement and reach

Website Content Management

Update and maintain website content using CMS tools

Optimize images and multimedia for web performance

Ensure accessibility and usability standards are met

Assist with content formatting and layout

Write and edit website copy for clarity, accuracy, and brand consistency

Optimize web content for SEO and user experience

Email Marketing Support

Design email templates and visual elements for campaigns

Write, format, and test email content for deliverability

Create graphics for newsletters and promotional messages

Support email list segmentation and targeting for marketing campaigns

Track and report on email performance metrics

Analytics & Reporting

Monitor digital performance metrics and prepare regular reports

Use insights to support strategy refinement and improve engagement with customer‑owners and ROI

Community Relations & Public Engagement

Assist Manager with community relations, education, and outreach initiatives to promote District services and strengthen community partnerships

Assist Manager with District participation in community events, sponsorship programs, school partnerships, and scholarship initiatives

Collaboration

Support the Communications Manager in executing communications initiatives and ensuring cohesive messaging across all platforms

Support internal communications initiatives as needed

Respond to content requests from departments across the organization

Coordinate with external vendors or contractors as required

Demonstrate cultural competency through respectful, inclusive work habits and by valuing and welcoming cultural differences in all position responsibilities

Must perform the duties of this position in a safe and efficient manner and follow all safety regulations and protocols

Secondary Functions

All PUD employees are expected to work outside of normal business hours when required during emergency restoration activities and to accomplish other special projects

Skills, Knowledge, & Abilities

Proficiency with graphic design tools (Adobe Creative Suite, Canva)

Experience with video filming, editing, and multimedia content creation

Strong writing, editing, and storytelling skills across multiple formats and platforms

Familiarity with social media management tools (Sprout Social or similar)

Experience with content management systems (WordPress or similar)

Understanding of SEO principles and best practices

Familiarity with accessibility standards (WCAG) and best practices

Understanding of brand consistency and visual identity standards

Ability to manage multiple projects simultaneously and meet deadlines

Strong attention to detail and commitment to quality

Excellent communication and collaboration skills

Creative problem‑solving skills and ability to adapt content for different audiences and platforms

Ability to take direction and work independently with minimal supervision

Ability to meet the travel requirements of the position, including travel to community‑based events and meetings

Qualities

Manual and/or electronic document handling skills, ensuring confidentiality and professionalism

Professional and open disposition toward teamwork and co‑operation amidst an evolving environment and shifting priorities

Self‑motivation, initiative, and high‑level responsibility to workplace performance standards

Previous Community Relations experience as well as extracurricular experience and contacts added edge (strong language skills preferred)

Qualifications
Recommended education, training & experience (includes licenses or certifications):

Associate’s degree in Communications, Marketing, Digital Media, or related field

2–4 years of experience in digital communications or marketing

Demonstrated portfolio of digital content, including graphics, videos, and written materials

Licenses and Certifications

Must have a valid, current driver’s license. Driving record must be acceptable and insurable by the PUD's insurance carrier at standard group rates. An annual consent for the release of one’s driving record is also required.

Job Scope

Works on content creation assignments that are largely routine in nature with some variation requiring creativity and problem‑solving within established guidelines

Exercises independent judgment on production decisions within established brand standards while consulting with Customer Engagement & Communications Manager on strategic or non‑standard matters

Work directly impacts the District’s public image, reputation, and customer engagement

Tasks and information relative to this position are of a confidential and/or sensitive nature requiring strict confidentiality and professional conduct

Supports the District’s mission to serve our customers and foster a safe and positive work environment by exhibiting behavior that aligns with the District’s Core Values & Beliefs

Manages multiple concurrent projects with shifting priorities as organizational needs change

Physical Requirements

Requirements are those consistent with normal office administrative or clerical positions such as sitting, standing, walking, keyboarding. May push up to 50 lbs, and/or lift, pull, or carry up to 25 lbs.
